598 <br /> <br />Personnel Issue <br /> <br /> Commissioner Fennel moved to adopt the following resolution. The motion <br />was seconded by Commissioner Niblock. <br /> <br />RESOLUTION <br /> <br />WHEREAS, Jeff Barnhart has performed in the position of Interim <br /> County Manager since July 1, 1995; and <br />WHEREAS, he has performed these duties without additional <br /> compensation; and <br />WHEREAS, he has put forth effort above and beyond the call of <br /> duty. <br /> THEREFORE, BE IT RESOLVED, that Jeff Barnhart be compensated <br />on the basis of 16 hours per week at $25.00 per hour retroactively <br />back to July 1, 1995 until the present date. (Approximately <br />$8,8oo.oo) <br /> FURTHERMORE, that he be compensated at $400.00 per week from <br />now until a new County Manager is hired and begins work in that <br />position. <br /> <br /> There was lengthy discussion regarding the proposed resolution. Ail <br />members agreed Chairman Barnhart has done as excellent job as Interim County <br />Manager. However, Commissioner Mills strongly objected to the resolution, <br />stating that Chairman Barnhart had agreed to serve in the position without <br />compensation. Both Commissioner Fennel and Chairman Barnhart stated that <br />Chairman Barnhart was unaware of the proposed resolution. Chairman Barnhart <br />further stated that the proposed resolution placed him in an uncomfortable <br />position. Therefore, he asked to abstain from voting on the issue. Commissioner <br />Mills objected to this request, stating Chairman Barnhart was removing himself <br />from the voting process in order for the motion to pass. During the discussion, <br />Commissioner Fennel advised that he had discussed the proposed resolution with <br />Commissioner Casper and that she supports its adoption. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel and Niblock and Chairman Barnhart voting for and <br />Commissioner Mills voting against, the Board moved that Chairman Barnhart be <br />relieved from voting on the measure concerning compensation for his serving as <br />Interim County Manager. <br /> <br /> The motion by Commissioner Fennel and seconded by Commissioner Niblock to <br />adopt the Resolution as set forth above to compensate Chairman Barnhart for his <br />services as Interim County Manager was approved with Commissioners Fennel and <br />Niblock voting for, Chairman Barnhart abstaining, and Commissioner Mills voting <br />against. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the Water <br />and Sewer District meeting. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments. There <br />was no one present who wished to address the Board. <br /> <br />Recess of Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 7:00 P.M. until 7:30 A.M. on <br />Friday, December 8, 1995, in the Commissioners' Conference Room. <br /> <br />Clerk to the Board <br /> <br /> <br />
