Bonds <br />Clerk <br /> <br />Public Health Authority - Appointment of a Task Force <br /> <br /> Commissioner Casper made a motion, seconded by Commissioner Niblock, to <br />postpone the appointment of a Task Force to study the proposed creation of a <br />Public Health Authority for Cabarrus County for two months until the new County <br />Manager takes office. The motion failed with Commissioners Casper and Niblock <br />voting for and Chairman Barnhart and Commissioners Fennel and Mills voting <br />against. <br /> <br />Chairman Barnhart presented the following proposal: <br /> <br />Move to appoint a Task Force to review and recommend whether to <br />establish a Public Health Authority for Cabarrus County with the <br />Task Force to consider and, preferably by no later than March 31, <br />1996, report the following: <br />(A) Whether such an Authority should be established; <br />(B) If so, its powers, duties, responsibilities and <br /> composition/membership; and <br />(C) If so, whether and to what extent services currently provided <br /> by county departments/agencies can or should be incorporated <br /> into the Authority or contracted out. <br />Further, move that the Task Force be composed of the following <br />individuals: <br />(1) Dr. William F. Pilkington, Cabarrus County Health Director; <br />(2) James F. Cook, Jr., Cabarrus County Social Services Director; <br />(3) Robert C. Lorish, Executive Director of the Piedmont Area <br /> Mental Health Authority; <br />(4) Thomas W. Revels, President of Cabarrus Memorial Hospital or <br /> his designee; <br />(5) Frank W. Clifton, Jr., Cabarrus County Manager-Elect or his <br /> designee; <br />(6) One individual named by each of the Cabarrus County Board of <br /> Commissioners, that is <br /> (a) Jeffrey L. Barnhart, who has designated <br /> (b) Arne L. Fennel, who has designated <br /> (c) Sue B. Casper, who has designated <br /> (d) Kenneth Mills, who has designated <br /> (e) Dr. Franklin C. Niblock, Jr., who has designated__ <br />Further, move that Blair D. Bennett, Cabarrus County Finance <br />Director, and Fletcher L. Hartsell, Jr., Cabarrus County Attorney, <br />serve with the Task Force to provide public finance and legal <br />assistance respectively as necessary, and that current members of <br />the Cabarrus County Board of Health, the Cabarrus County Social <br />Services Board, and the Cabarrus County members of the Piedmont Area <br />Mental Health Authority Board be encouraged to participate. <br /> <br /> Chairman Barnhart made a motion to approve the proposal as stated above <br />with the date changed from March 31 to May 31, 1996 for submission of the report. <br />However, he withdrew his motion after lengthy discussion by the Board as to <br />whether each Board member should appoint one or two individuals to the Task <br />Force. <br /> <br /> <br />
