608 <br /> <br /> Chairman Barnhart made a motion to accept the proposal as set forth above <br />with each Board member to designate two individuals to serve on the Task Force. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board amended the motion by Chairman Barnhart and set <br />May 6, 1996 (the first meeting in May) as the date for the submission of the <br />report by the Task Force. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, Board adopted the following motion as amended. <br /> <br />Move to appoint a Task Force to review and recommend whether to <br />establish a Public Health Authority for Cabarrus County with the <br />Task Force to consider and, preferably by no later than May 6, 1996, <br />report the following: <br />(A) Whether such an Authority should be established; <br />(B) If so, its powers, duties, responsibilities and <br /> composition/membership; and <br />(C) If so, whether and to what extent services currently provided <br /> by county departments/agencies can or should be incorporated <br /> into the Authority or contracted out. <br />Further, move that the Task Force be composed of the following <br />individuals: <br />(1) Dr. William F. Pilkington, Cabarrus County Health Director; <br />(2) James F. Cook, Jr., Cabarrus County Social Services Director; <br />(3) Robert C. Lorish, Executive Director of the Piedmont Area <br /> Mental Health Authority; <br />(4) Thomas W. Revels, President of Cabarrus Memorial Hospital or <br /> his designee; <br />(5) Frank W. Clifton, Jr., Cabarrus County Manager-Elect or his <br /> designee; <br />(6) Two individuals named by each of the Cabarrus County Board of <br /> Commissioners, that is <br /> (a) Jeffrey L. Barnhart, who has designated <br /> (b) Arne L. Fennel, who has designated <br /> (c) Sue B. Casper, who has designated <br /> (d) Kenneth Mills, who has designated <br /> (e) Dr. Franklin C. Niblock, Jr., who has designated__ <br />Further, move that Blair D. Bennett, Cabarrus County Finance <br />Director, and Fletcher L. Hartsell, Jr., Cabarrus County Attorney, <br />serve with the Task Force to provide public finance and legal <br />assistance respectively as necessary, and that current members of <br />the Cabarrus County Board of Health, the Cabarrus County Social <br />Services Board, and the Cabarrus County members of the Piedmont Area <br />Mental Health Authority Board be encouraged to participate. <br /> <br />Board members then made the following appointments to the Task Force. <br /> <br />Commissioner Niblock: Dr. Robert Surratt and Mr. Dan Gray <br />Commissioner Fennel: Mr. Charles Phillips and Dr. A1 Johnson <br />Commissioner Mills: Mr. John Day and Mrs. Dot Weast <br />Commissioner Casper: Ms. Goldia Cruse and Dr. Vincent Arey <br />Chairman Barnhart: Dr. Carolyn Thompson (or her designee) of the <br /> University of North Carolina at Charlotte and a member to be named <br /> at a later date. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Road Petition (Addition of Beard Road to the State System) <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board by resolution approved the addition of Beard Road <br />to the State system. <br /> <br />Budget Amendment Appropriating Additional Home and Community Care Block Grant <br />Funds and Local Match for Adult Day Care/Authorization to Sign Contract Amendment <br />with the Centralina Council of Governments <br /> <br /> <br />
