The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, January 3, 1994, at 4:30 P.M. Present Chairman: Jeffrey L. Barnhart Vice-Chairman: Carolyn B. Carpenter Commissioners: Sue B. Casper Arne L. Fennel Kenneth F. Payne Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Barnhart called the meeting to order at 4:30 P.M. The invocation was given by Reverend Randy C. Clipp of the Kerr Memorial Baptist Church. Mr. Lewis Williams, Veteran Service Officer, led the Pledge of Allegiance. Chairman Barnhart called for a moment of silence in memory of Kannapolis Police Officer Roger Dale Carter who was killed in the line of duty on December 31, 1993. Approval of Minutes UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and unanimously carried, the minutes of November 15, 1993 were approved as written. UNFINISHED BUSINESS Parks and Recreation Department Facility Needs - Mr. John Witherspoon Mr. Witherspoon updated the Board on the search for a suitable location for the Recreation Department. The estimated cost of the computer hook-up for any of the options has been reduced from $8,000.00 to $3,500.00. A letter has been received from Dr. Dan Freeman, Schools Superintendent, stating that the Board of Education will support construction of a facility at the Clara Harris site. Mr. Witherspoon reported that he has not concluded rental negotiations with the Old Courthouse Theater (OCT); however, he stated OCT officials did indicate a willingness to make the required upgrades to the facility. The Board again discussed the merits of purchasing and/or leasing a facility for the Recreation Department. During discussion, Commissioner Carpenter proposed a one-year lease with OCT to allow time for a study of the possible merger of the City of Concord and Cabarrus CountY Recreation Departments. The Board briefly reviewed the differences between the City and County recreation programs and the complexities that would be involved in a merger of the two departments. It was noted that a facility would be needed for parks and recreation even if a merger should occur at some future date. Motion was made by Commissioner Fennel and seconded by Chairman Barnhart to proceed with the Clara Harris site and to build the Recreation Department facility on that site as soon as possible. Motion and second were withdrawn and the Board agreed to discuss the matter later in the meeting. Child Support Awareness Month - Proclamation and Video Presentation - Ms. Jeanne Dixon, Child Support Supervisor Ms. Dixon introduced Ms. Tara Lucas, Child Support Agent, who presented a video regarding teenage pregnancies. Ms. Lucas stressed the need for increased awareness of the Child Support Program and pointed out that the collection of child support helps to offset the Aid to Families with Dependent Children (AFDC) payments in Cabarrus County. UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and unanimously carried, the Board adopted the following proclamation.
