The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 3, 1994, at 4:30 P.M. <br /> <br />Present <br /> <br />Chairman: Jeffrey L. Barnhart <br />Vice-Chairman: Carolyn B. Carpenter <br />Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 4:30 P.M. <br /> <br /> The invocation was given by Reverend Randy C. Clipp of the Kerr Memorial <br />Baptist Church. <br /> <br />Mr. Lewis Williams, Veteran Service Officer, led the Pledge of Allegiance. <br /> <br /> Chairman Barnhart called for a moment of silence in memory of Kannapolis <br />Police Officer Roger Dale Carter who was killed in the line of duty on December <br />31, 1993. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the minutes of November 15, 1993 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Parks and Recreation Department Facility Needs - Mr. John Witherspoon <br /> <br /> Mr. Witherspoon updated the Board on the search for a suitable location for <br />the Recreation Department. The estimated cost of the computer hook-up for any of <br />the options has been reduced from $8,000.00 to $3,500.00. A letter has been <br />received from Dr. Dan Freeman, Schools Superintendent, stating that the Board of <br />Education will support construction of a facility at the Clara Harris site. Mr. <br />Witherspoon reported that he has not concluded rental negotiations with the Old <br />Courthouse Theater (OCT); however, he stated OCT officials did indicate a <br />willingness to make the required upgrades to the facility. <br /> <br /> The Board again discussed the merits of purchasing and/or leasing a <br />facility for the Recreation Department. During discussion, Commissioner Carpenter <br />proposed a one-year lease with OCT to allow time for a study of the possible <br />merger of the City of Concord and Cabarrus CountY Recreation Departments. The <br />Board briefly reviewed the differences between the City and County recreation <br />programs and the complexities that would be involved in a merger of the two <br />departments. It was noted that a facility would be needed for parks and <br />recreation even if a merger should occur at some future date. <br /> <br /> Motion was made by Commissioner Fennel and seconded by Chairman Barnhart <br />to proceed with the Clara Harris site and to build the Recreation Department <br />facility on that site as soon as possible. Motion and second were withdrawn and <br />the Board agreed to discuss the matter later in the meeting. <br /> <br />Child Support Awareness Month - Proclamation and Video Presentation - Ms. Jeanne <br /> <br />Dixon, Child Support Supervisor <br /> <br /> Ms. Dixon introduced Ms. Tara Lucas, Child Support Agent, who presented a <br />video regarding teenage pregnancies. Ms. Lucas stressed the need for increased <br />awareness of the Child Support Program and pointed out that the collection of <br />child support helps to offset the Aid to Families with Dependent Children (AFDC) <br />payments in Cabarrus County. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following proclamation. <br /> <br /> <br />
