Payne <br /> NAYES: None <br /> PASSED, ADOPTED AND APPROVED this 18th day of January, 1994. <br /> COUNTY OF CABARRUS <br /> NORTH CAROLINA <br /> By: Frankie F, Bonds <br /> Clerk <br /> Exhibit A, Description of the Demised Premises, is on file in the Office <br />of the County Manager and hereby included by reference as a part of the minutes. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />UNFINISHED BUSINESS <br /> <br />Cabarrus County Marketing Organization Proposal - Commissioner Fennel <br /> <br /> Commissioner Fennel made motion, seconded by Chairman Barnhart to adopt the <br />"Resolution for the Formation of the Sports' Authority." <br /> <br /> There was lengthy discussion by the .Board relative to the funding of a <br />Sports Authority as well as the need for such an Authority. <br /> <br /> UPON MOTION of Commissioner Payne, 'seconded by Commissioner Carpenter and <br />unanimously carried, the Board moved to call the question on the motion by <br />Commissioner Fennel. <br /> <br /> UPON MOTION of Commissioner Fennel, Seconded by Chairman Barnhart with <br />Commissioners Fennel and Payne and Chairman Barnhart voting for and Commissioners <br />Casper and Carpenter voting against, the Board adopted the following Resolution. <br /> <br />Resolution for the Formation of the Cabarrus County Sports Authority <br /> <br />Whereas, the reorganized Economic Development Corporation is now in <br />place to continue the positive impact it has had on the economic <br />growth of Cabarrus County. And, with total county funding as of July <br />1, 1994, it will retain its county-wide emphasis and involvement of <br />businesses throughout the county to both recruit new industry and to <br />support our existing businesses, <br /> <br />And Whereas, the Tourism Authority has retained its structure and <br />made several bold and positive steps to increase the emphasis on <br />tourism, and therefore the economic impact, in Cabarrus County by <br />hiring an experienced, talented and active director, <br /> <br />Therefore, Be It Resolved, that we proceed immediately to establish <br />the third leg of the Cabarrus County Marketing Organization by <br />authorizing the formation of the Cabarrus County Sports Authority. <br />The formation will involve the drafting of bylaws and establishment <br />of the Authority (by local legislation, if necessary), and <br />appointment of the Board of Directors. <br /> <br />The Board of Directors first responsibility will be to develop a job <br />description for the Sports Authority Coordinator and the means to <br />fund the operations of the Authority. Both items will then be <br />returned to the County Commissioners for approval. <br /> <br /> <br />
