Water and Sewer District Meeting Chairman Barnhart recessed the meeting until the conclusion of the meeting of the Water and Sewer District. Chairman Barnhart reconvened the meeting of the Board of Commissioners. UNFINISHED BUSINESS Cabarrus County Marketing Organization Proposal - Commissioner Fennel Commissioner Fennel made motion, seconded by Chairman Barnhart to adopt the "Resolution for the Formation of the Sports' Authority." There was lengthy discussion by the .Board relative to the funding of a Sports Authority as well as the need for such an Authority. UPON MOTION of Commissioner Payne, 'seconded by Commissioner Carpenter and unanimously carried, the Board moved to call the question on the motion by Commissioner Fennel. UPON MOTION of Commissioner Fennel, Seconded by Chairman Barnhart with Commissioners Fennel and Payne and Chairman Barnhart voting for and Commissioners Casper and Carpenter voting against, the Board adopted the following Resolution. Resolution for the Formation of the Cabarrus County Sports Authority Whereas, the reorganized Economic Development Corporation is now in place to continue the positive impact it has had on the economic growth of Cabarrus County. And, with total county funding as of July 1, 1994, it will retain its county-wide emphasis and involvement of businesses throughout the county to both recruit new industry and to support our existing businesses, And Whereas, the Tourism Authority has retained its structure and made several bold and positive steps to increase the emphasis on tourism, and therefore the economic impact, in Cabarrus County by hiring an experienced, talented and active director, Therefore, Be It Resolved, that we proceed immediately to establish the third leg of the Cabarrus County Marketing Organization by authorizing the formation of the Cabarrus County Sports Authority. The formation will involve the drafting of bylaws and establishment of the Authority (by local legislation, if necessary), and appointment of the Board of Directors. The Board of Directors first responsibility will be to develop a job description for the Sports Authority Coordinator and the means to fund the operations of the Authority. Both items will then be returned to the County Commissioners for approval.
