14 <br /> <br />Flight hours will be limited to between 30 minutes before <br />sunrise to 30 minutes after sunset; and <br />The airstrip will remain grass only. <br /> <br /> The Development Plan is on file in the Planning, Zoning and Building <br />Inspection Department and hereby included by reference as a part of the minutes. <br /> <br />Request for Renewal of Non-Emergency Ambulance Service Franchise by Char-Meck <br />Ambulance Service, Inc, - Public Hearing - 7;00 P,M, <br /> <br /> Mr. Hartsell stated that the non-emergency ambulance service franchise <br />renewal request by Char-MeckAmbulance Service would be considered as a request <br />for a new franchise. <br /> <br /> At 7:25 P.M. Chairman Barnhart opened the public hearing on the request by <br />Char-MeckAmbulance Service for a non-emergency ambulance service franchise. He <br />asked if any one were present who wished to speak for or against the award of the <br />franchise. <br /> <br /> Mr. David Hamilton, Attorney representing Char-Meck Ambulance Service, <br />spoke in support of a franchise for a period of five years. He stated that the <br />company has operated in Cabarrus County since December, 1990. <br /> <br /> Mr. Guy Hutchins, Chairman of the Emergency Services Study Council, <br />reported that the citizens committee had voted unanimously to recommend the <br />concept of non-emergency ambulance service, He stated the County Emergency <br />Medical Services and First Responders would be negatively affected if the <br />franchise were not renewed. <br /> <br /> Sheriff Robert Canaday addressed the need for a non-emergency transport <br />service in Gabarrus County. <br /> <br /> Ms. Karen Simpson, Char-Meck Supervisor in Cabarrus County, spoke in <br />support of the franchise for Ghar-Meck. She discussed the service provided by <br />Char-Meck and invited members of the Board to ride with the employees. <br /> <br /> Mr. Aubrey Attktsson, Emergency Medical Services (EMS) Director, stated <br />that non-emergency ambulance service is essential for good emergency care in the <br />county. He reported that emergency calls alone had increased to 9,000 in 1993 <br />for the County EMS. Mr. Attkisson endorsed the concept of the non-emergency <br />ambulance service and stated that Char-Meck had been very supportive to Cabarrus <br />County during the past three years. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted on first reading the following "Resolution <br />and Ordinance" to be effective February 7, 1994. <br /> <br /> RESOLUTION AND ORDINANCE <br /> GRANTING A NON-EXCLUSIVE FRANCHISE TO <br /> CHAR-MECKAMBULANCE SERVICE, INC., <br /> FOR THE OPERATION AND REGULATION OF A <br /> NON-EMERGENCY AMBULANCE SERVICE <br />WITHIN CABARRUS COUNTY, NORTH CAROLINA, <br />PURSUANT TO THE TERMS OF THAT CERTAIN ORDINANCE <br /> ADOPTED SEPTEMBER 4, 1990; AND CONSTITUTING <br /> THE FRANCHISE AGREEMENT REFERRED TO THEREIN <br /> <br /> WHEREAS, on September 4, 1990, the Board of Commissioners of <br />Cabarrus County (the "County") adopted an Ambulance Franchise <br />Ordinance providing for the grant of franchises for the operation <br />and regulation of non-emergency and emergency ambulance service in <br />Cabarrus County, North Carolina (the "Ordinance"); and <br /> WHEREAS, Char-MeckAmbulance Service, Inc. ("Char-Meck"), has <br />submitted its "Proposal for Cabarrus County" dated December 20, 1993 <br />(the "Proposal"), to the County to operate a non-emergency ambulance <br />service in Cabarrus County; and <br /> <br /> <br />
