39 <br /> <br />INFQRMAL PUBLIC COMMENTS <br /> <br />Chairman Barnhart opened the meeting for Informal Public Comments. <br /> <br /> Mr. Kenneth Ollo presented a proposed reorganization plan of County <br />Government that would eliminate the positions of Personnel Director (Grade 75), <br />Budget Director (Grade 80-1.10), and two Administrative Secretary positions. He <br />proposed that the Finance Director be responsible for the budget and that the <br />Personnel function be placed under the County Manager. He further recommended <br />the following Area Managers with assigned areas of responsibility: (1) Finance <br />Director (Area Manager 1): Finance, Recreation, Property Management; (2) Tax <br />Administrator (Area Manager 2): IS Systems, IS Programming, EMS, Emergency <br />Management, General Services, Home Health, Collections, Assessor, Revaluation and <br />Land Records; (3) Planning and Development Director (Area Manager 3): Planning, <br />Zoning, Transportation, Inspections, Utilities, Veterans Services and Kannapolis <br />Library. According to Mr. Ollo, his proposed reorganization plan would save the <br />taxpayers $191,306.96. <br /> <br /> Ms. Laura Earl of 3483 Chelwood Drive complained that there is not a local <br />place that will accept paint, paint thinner, and other related household wastes <br />for disposal. <br /> <br /> Chairman Barnhart asked the County Manager to look into this problem and <br />report back to the Board. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the Informal Public Comments portion of the meeting. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourne~ the meeting at 6:15 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
