35 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, nominations were closed and Ms. Katherine Stafford was <br />appointed by acclamation to the Planning and Zoning Commission as an at-large <br />member for a three-year term ending January 31, 1997. <br /> <br /> Chairman Barnhart nominated Mr. Thomas Dwiggins for appointment as the <br />Township 2 representative on the Planning and Zoning Commission. Mr. Dwiggins <br />will fill the position previously held by Dr. David Hartgen who did not seek <br />reappointment. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, nominations were closed and Mr. Thomas Dwtggtns was <br />appointed by acclamation as the Township 2 representative on the Planning and <br />Zoning 'Commission for a three-year term ending January 31, 1997. <br /> <br /> Commissioner Payne pointed out that Mr. Dwiggins currently serves as a <br />member of the Cable Franchise Commission. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board moved to make an exception to the County's <br />Appointment Policy relative to service on two boards by Mr. Thomas Dwiggins until <br />September, 1994. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board deferred the appointment of the Townships 5/6/7 <br />representative and two alternate members to the Planning and Zoning Commission <br />until the next meeting. <br /> <br />NEW BUSINESS <br /> <br />Request by the Department of Social Services to Submit Application for Children's <br />Justice Act Grant <br /> <br /> Ms. Connie Polk, Child Protective Services Supervisor, requested <br />authorization for the Department of Social Services to apply for a Children's <br />Justice Act Grant for the interdisciplinary investigation and prosecution of <br />child sexual abuse cases. The one-year grant of approximately $44,000.00 to <br />$45,000.00 will require no local match and will provide funds for training for <br />the multi-disciplinary approach and for a Program Coordinator. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Barnhart and <br />unanimously carried, the Board authorized the Department of Social Services to <br />apply for a Children's Justice Act Grant which will be 100 percent federally <br />funded. <br /> <br />Resolution Authorizing Conversion of Annual Vacation Leave to Sick Leave <br />Chairman Barnhart <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br /> RESOLUTION AUTHORIZING <br /> CONVERSION OF ANNUAL VACATION LEAVE TO SICK LEAVE <br /> <br /> WHEREAS, the Cabarrus County Board of Commissioners expresses <br />its intent to provide sick leave benefit policies for county <br />employees consistent with a policy adopted by the 1993 General <br />Assembly with regard to the conversion of state employees' and <br />teachers' excess annual vacation leave to sick leave; and <br /> WHEREAS, the Cabarrus County Board of Commissioners hereby <br />adopts and implements the following Annual Vacation Leave Conversion <br />Policy: <br /> At the end of each benefit year on December 31 any <br /> county employees with accrued annual vacation leave in <br /> excess of 240 hour (336 hours in the case of Emergency <br /> Medical Services Personnel working a schedule of 24 <br /> hours on duty and 48 hours off duty) have this leave <br /> converted to sick leave. This converted sick leave shall <br /> be used in the same manner as accrued sick leave and may <br /> <br /> <br />
