53 <br /> <br /> Mr. Jim Graeber of 35 Glendale Avenue in Concord reported that he had been <br />involved in fhe seniors program in the county since the early 1980's. Stating <br />the County will not have a good seniors program until some hard decisions are <br />made, Mr. Graeber asked the Board to think about the seniors in making these <br />decisions. <br /> <br /> Ms. Martha Miller of 2284 Helen Drive stated she was speaking as an <br />individual senior citizen and pointed out that the Council on Aging cannot take <br />sides in the issue. She stated the seniors are the ones suffering and asked for <br />fairness, honesty, and good judgment in resolving the problems. <br /> <br /> Ms. Marilyn Barnhardt, Democratic candidate for County Commissioner, <br />questioned'the construction of the Coddle Creek Reservoir over a gas pipe line <br />that must be relocated. Mr. Hartsell pointed out that the relocation of the <br />pipeline has not delayed the final permitting of the reservoir as the.pipeline <br />is located On the back side of the reservoir. It was also noted during <br />discussion that the relocation of the pipeline has always been a part of the <br />project and that negotiations are continuing with Plantation Pipeline. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the Informal Comments portion of the meeting. <br /> <br />Coddle Creek Reservoir Project <br /> <br /> Mr. Hartsell reported that the final permitting of the reservoir has been <br />delayed because Blythe Industries is behind schedule in completing the secondary <br />clearing of the reservoir area. He asked for authorization to notify Blythe that <br />the company is potentially in default of the contract. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board authorized notification to Blythe Industries that <br />the company is potentially in default of its contract if the company does not <br />perform the work as provided for in the Coddle Creek clearing contract. <br /> <br />Executive Session - Personnel <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously ~arried, the Board moved to go into executive session to discuss a <br />personnel matter. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the executive session was terminated. <br /> <br />No action was reported from the executive session. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
