53

Mr. Jim Graeber of 35 Glendale Avenue in Concord reported that he had been
involved in fhe seniors program in the county since the early 1980's. Stating
the County will not have a good seniors program until some hard decisions are
made, Mr. Graeber asked the Board to think about the seniors in making these
decisions.

Ms. Martha Miller of 2284 Helen Drive stated she was speaking as an
individual senior citizen and pointed out that the Council on Aging cannot take
sides in the issue. She stated the seniors are the ones suffering and asked for
fairness, honesty, and good judgment in resolving the problems.

Ms. Marilyn Barnhardt, Democratic candidate for County Commissioner,
questioned'the construction of the Coddle Creek Reservoir over a gas pipe line
that must be relocated. Mr. Hartsell pointed out that the relocation of the
pipeline has not delayed the final permitting of the reservoir as the.pipeline
is located On the back side of the reservoir. It was also noted during
discussion that the relocation of the pipeline has always been a part of the
project and that negotiations are continuing with Plantation Pipeline.

There was no one else present to address the Board, and Chairman Barnhart
closed the Informal Comments portion of the meeting.

Coddle Creek Reservoir Project

Mr. Hartsell reported that the final permitting of the reservoir has been
delayed because Blythe Industries is behind schedule in completing the secondary
clearing of the reservoir area. He asked for authorization to notify Blythe that
the company is potentially in default of the contract.

UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
unanimously carried, the Board authorized notification to Blythe Industries that
the company is potentially in default of its contract if the company does not
perform the work as provided for in the Coddle Creek clearing contract.

Executive Session - Personnel

UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and
unanimously ~arried, the Board moved to go into executive session to discuss a
personnel matter.

UPON MOTION of Chairman Barnhart, seconded by Commissioner Casper and
unanimously carried, the executive session was terminated.

No action was reported from the executive session.

Adjournment

There being no further business to come before the Board, the meeting was
adjourned.

Clerk to the Board
