With the <br />concurrence of the Board, Chairman Barnhart asked Mr. Newton and his staff to <br />look at other school funding options, including such alternatives as land <br />transfer fees and impact development fees. Stating that none of irregularities impacted the Iow bidder, he <br />recommended that the County waive all bid irregularities and award the project <br />to the iow bidder, RDR, Inc., in the amount of $95,166.85 for the Base Bid. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Barnhart and <br />unanimously carried, the Board waived all bid irregularities for the NC 136 <br />septage systems project bids received on February 22, 1994. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Barnhart and <br />unanimously carried, the Board awarded the bid for the NC 136 septage systems to <br />the low bidder, RDR, Inc., in the amount of $95,166.85 for the Base Bid. <br /> <br />Coddle Creek Update <br /> <br /> Mr. Watson gave an update on the status of the Coddle Creek Reservoir <br />project. The North Carolina Dam Safety Office had issued a temporary permit on <br />March 3 for the impoundment of water, contingent upon the County's addressing the <br />requirements of the Water Supply Group. The County Manager had mailed a notice <br />of contract default to Blythe Industries if the reservoir clearing was not <br />completed by March 7. Mr. Watson reported that the work had not been done <br />although company officials had indicated to him on this date that it was their <br />position that the work was complete. <br /> <br /> Mr. Hartsell advised that a second ten-day notice of failure to meet the <br />conditions of the contract should be issued by the County at this time. By <br />consensus, the Board directed the County Attorney to take appropriate action and <br />to send a second notice to appropriate parties under the General Conditions of <br />the contract with Blythe Industries. <br /> <br /> In response to questions by Commissioner Carpenter, Mr. Watson informed the <br />Board that the old North Carolina Highway 73 roadbed located within the reservoir <br />will pose no future pollution problems. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting at 5:50 P.M. until the conclusion <br />of the meeting of the Water and Sewer District. <br /> <br /> <br />
