7O <br /> <br />(5) <br /> <br />A majority of calls with longer response times occur from 9:00 <br />a.m. to 9:00 p.m., which is the normal peak time for most EMS <br />systems. This, coupled with the location of calls having <br />longer response times, indicates that the system is <br />overburdened. <br /> <br /> The recommendations of the Study Council were as follows. The cost to <br />implement the recommendations was estimated at $1 million for the first year. <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />(4) <br /> <br />(5) <br /> <br />Adopt as a goal of the Board of Commissioners that emergency <br />medical services calls which represent' true emergencies be <br />responded to in 8 minutes or less, 90 percent of the time, in <br />order to ensure that the training of first responders and <br />Paramedics has maximum impact on patient care. <br />Place a new, full time EMT-Paramedic unit in Kannapolis, at a <br />suitable location, with housing, to handle the 175+ calls per <br />month in that community. <br />Place an additional full-time EMT-Paramedic unit in Concord at <br />Station 2 to handle overload calls in Concord and provide <br />transport capability for a Quick Response Unit (QRV) to be <br />stationed in Midland. <br />Place a full-time EMT-Paramedic QRV (operated with a single <br />staff person on each shift) in Midland to handle the 35-40 <br />calls per month in that community. The EMT-P QRV provides <br />rapid response with the goals established above, and the <br />additional unit at Station 2 can provide transport capability. <br />Continue to provide for convalescent transportation through a <br />separate service. The system cannot provide this type of <br />service without negatively impacting its capabilities for <br />emergency response. <br /> <br /> During review of the report, the Board discussed such items as the possible <br />regionalization of ambulance placement and the additional training and equipment <br />that is required for First Responders to obtain the EMT-D (Defibrillator) level <br />of certification. This increased training and certification would permit the <br />First Responders to provide additional assistance to the County EMS personnel. <br />The Board by consensus agreed to consider the recommendations of the Study <br />Council and the goal for the 8-minute response time during the FY 1994-95 budget <br />process. <br /> <br /> Mr. Hutchins asked for direction regarding the future of the Study Council. <br />He indicated the Study Council had identified 47 other issues, including radio <br />communications, to be addressed. Board members were in general agreement that <br />the Study Council should remain intact and information regarding monetary issues <br />concerning their recommendations will be provided to them at a later date. <br /> <br /> Chairman Barnhart commended the members of the Study Council and expressed <br />the Board's appreciation to them for their work. <br /> <br />Zoning Text Amendment - Public Hearing - 7;00 P.M. <br /> <br />Petition 94-03(t) Part III, Table One, Development Standards by <br />Zoning District, Number 9, General Industrial Zoning .District (Page <br />8o). <br />Purpose of Change: Add immediately following "9) General <br />Industrial": General Industrial zoning districts must be comprised <br />of at least ten (10) acres. Change the minimum tract size of five <br />(5) acres to one (1) acre. Change setbacks as follows: Front - <br />75'/ Side 30' / Rear - 30'. <br /> <br />Planning and Zoning Commission voted 9-0 to approve this zoning text <br />amendment. <br /> <br /> Mr. Jonathan Marshall, Planner, presented Petition 94-03(t) and asked the <br />Board to add a provision to the amendment specifying an average lot width of 200 <br />feet. <br /> <br /> At 7:40 P.M., Chairman Barnhart stated that this was the date and time for <br />a public hearing on Petition 94-03(t) and asked if anyone were present who wished <br />to speak either for or against the proposed amendment. <br /> <br /> <br />
