71 <br /> <br /> There was no one present to address the Board, and Chairman Barnhart closed <br />the public hearing for Petition 94-03(t). <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board adopted the following amendment to the Zoning <br />Ordinance. <br /> <br />Petition 94-03(t) <br /> AN ORDINANCE AMENDING THE CABARRUS COUNTY <br /> ZONING ORDINANCE <br /> <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby <br />amended as follows: <br />1. Part III, Table One, Development Standards by Zoning District, <br /> Number 9, General Industrial Zoning District (Page 80). <br />Add immediately following "9) General Industrial": <br /> General Industrial zoning districts must be comprised of at <br /> least ten (10) acres. <br /> Change the minimum tract size of five (5) acres to one (1) <br /> acre. <br /> Change setbacks as follows: <br /> Front - 75' <br /> Side - 30' <br /> Rear - 30' <br /> Change average lot width to 200 feet. <br />Adopted this the 21st day of March, 1994, by the Cabarrus County <br />Board of Commissioners. <br /> /s/ Jeffrey L, Barnhart <br /> Jeffrey L. Bonds, Clerk to the Board <br /> <br />Community Development Block Grant Program - Public Hearing - 7:00 P.M. <br /> <br /> Chairman Barnhart stated that this was the date and time for a public <br />hearing to explain the Community Development Block Grant (CDBG) Program. <br /> <br /> Mr. Bob Stark, Consultant, reviewed the CDBG program, the application <br />process, and the eligible activities under the program. He explained that <br />eligible activities included housing rehabilitation, water and sewer services, <br />and road improvements/drainage projects. <br /> <br /> At 7:45 P.M., Chairman Barnhart opened the public hearing for the 1994 CDBG <br />program and asked if anyone were present who wished to speak regarding this <br />program. <br /> <br /> Ms. Florence Potter of the Midland Community stated there were numerous <br />needs, including water service, in the areas of Graybark Road and Cal Bost Road. <br />She asked for assistance for those areas. <br /> <br /> There was no one else present to address the Board, and Chairman Barnhart <br />closed the public hearing. <br /> <br /> Mr. Stark stated there were several project areas which could be considered <br />for the CDBG application process. These projects included the construction of <br />water lines and road improvements in the Graybark Road community and the <br />construction of sewer lines in the "Midland proper" area. <br /> <br /> In response to questions by the Board, Mr. Stark advised that local option <br />funds could be used to complete the Fishertown Community project and to provide <br />water service to residents around the County Landfill. It was noted that the <br />cost to finish the Fishertown project is estimated at $200,000.00 and that work <br />is being done in the community as local option funds become available. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board set the second public hearing for the 1994 <br />Community Development Block Grant Program application at 7:00 P.M. on Monday, <br />April 18, 1994. <br /> <br /> <br />
