101 <br /> <br /> Mr. Thomas Dayvault, President of the Kannapolis Chamber of Commerce, <br />presented the funding proposal for the Sports Complex. The cost of the facility <br />is estimated at $8,000,000 with funding to be provided as follows: Private <br />Sector Fund Drive -$2,300,000; Private Funds (Grants) $1,200,000; and Amount <br />to Finance - $4,500,000. The City of Kannapolis and the counties of Rowan and <br />Cabarrus are each being asked to finance $1.5 million towards the debt retirement <br />of the project. <br /> <br /> Mr. Phil Yount discussed the positive impact that professional baseball has <br />had on the City of Hickory. <br /> <br /> Mr. Larry Hedrick, owner of the Spartanburg Phillies, discussed his <br />commitment to move the baseball team from Spartanburg to the proposed Sports <br />Complex. Mr. Pete Ward, Accountant, discussed the finances relative to the <br />ownership of a baseball team franchise. <br /> <br /> Mr. James Fitzgibbons, Chairman of the Board of Fieldcrest Cannon, Inc. <br />presented a letter outlining that company's support of the construction of the <br />proposed Regional Sports Complex. Fieldcrest Cannon has made a $300,000.00 <br />financial commitment to the project. <br /> <br /> In closing, Mr. Mickey Hicks reviewed letters and petitions from the <br />business community and civic organizations in support of the Sports Complex. He <br />urged the Board to favorably consider the request for a financial commitment in <br />the amount of $1.5 million for debt retirement of the project. <br /> <br /> During review of the funding request, the Board discussed items relative <br />to the distribution of revenue from ticket and concession sales among the team <br />owner, Rowan County, City of Kannapolis, and Cabarrus County. Also discussed was <br />the possibility of an intergovernmental agreement whereby Cabarrus County would <br />share in the sales tax revenue generated at the baseball stadium which will be <br />located within Rowan County. <br /> <br /> Commissioner Fennel made the following motion which died for lack of a <br />second. <br /> <br />That the Cabarrus County Board of Commissioners commits to the debt <br />retirement of $1.5 million, understanding all the numbers, for the <br />development of the Regional Sports Complex located at 1-85 and Lane <br />Street. This motion includes support for the creation of the <br />Piedmont Sports Commission to govern the facility, of which Cabarrus <br />County would be members, and is contingent upon the balance of the <br />funding being contributed by the City of Kannapolis, Rowan County, <br />and the private sector as outlined in the presentation. I would <br />also make it contingent upon the development of a revenue sharing <br />intergovernmental agreement between Cabarrus County, Rowan County, <br />and the City of Kannapolis, and any other contingency other Board <br />members want to add. <br /> <br /> Chairman Barnhart asked Commissioners Payne and Carpenter to meet with Mr. <br />Dayvault to further discuss the proposal and report back to the Board at a later <br />date. <br /> <br />Purchasing Agent - Commissioner Payne <br /> <br /> Commissioner Payne recommended the establishment of a Purchasing Agent <br />position at Salary Grade 65 ($23,024.53 - $35,545.88) and assigned to the Finance <br />Department. Centralized purchasing is expected to generate a savings to the <br />County as well as provide more control on all County purchases. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board authorized the establishment of a Purchasing Agent <br />position, Salary Grade 65, in the Finance Department effective July 1, 1994. <br /> <br />Budget Amendment Parks and Recreation <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board amended the Parks and Recreation budget to show <br />$15,123.00 in increased expenses, $11,222.00 in increased revenue, and to <br /> <br /> <br />
