104 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 16, 1994, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel~ <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scouts Shawn Stoyer and Matthew Hinson of Troop 94 of the Mt. Pleasant <br />Lion's Club conducted the Presentation of Colors ceremony. <br /> <br /> The invocation was given by Reverend Robert Leonard of the Southside <br />Baptist Church. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the minutes of May 2, 1994 were approved as written. <br /> <br />RECOGNITION CEREMONY <br /> <br />gecognition of Ms. Spring Harwood, Utilities Department Administrative Assistant <br /> Commissioner Payne <br /> <br /> Commissioner Payne presented a Certificate of Recognition to Ms. Spring <br />Harwood, Utilities Department Administrative Assistant. Ms. Harwood recently <br />received the "personnel Award" from the North Carolina Rural WaterWorks <br />Association, Region III, in honor of her job performance, dedication to her job, <br />and her commitment to public service. <br /> <br />NEW BUSINESS <br /> <br />Proclamation - 50th Anniversary of D-Day World War II - June 6, 1994 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br />Cabarrus County <br /> <br /> WHEREAS, Many brave men and women of Cabarrus County made <br />tremendous sacrifices to help save the world from tyranny and <br />aggression by serving in the Armed Forces during World War II; and, <br /> W~HEREAS, The bells of freedom and the winds of democracy <br />sweeping the globe today spring from the principles for which over <br />four hundred thousand Americans gave their lives in World War II; <br />and, <br /> WHEREAS, From this date through 1995, many millions of <br />American veterans of World War II will be holding reunions and <br />conferences commemorating the 50TH ANNIVERSARY of many events <br />relating to World War II; and, <br /> WHEREAS, June 4, 1994, marks the anniversary of the Battle of <br />Midway, and June 6, 1994, marks the 50TH ANNIVERSARY of D-DAY, now <br />therefore, be it <br /> RESOLVED, that the Cabarrus County Board of Commissioners do <br />hereby proclaim Monday, June 6, 1994, as the <br /> 50TH ANNIVERSARY OF D-DAY WORLD WAR II <br />and call upon our citizens to offer special recognition during this <br />time to those who made the extreme sacrifice, were disabled in our <br />nation's service, or who served on active military duty in World War <br />II; and especially remembering that June 6, 1994, is the 50th <br />Anniversary of the Allied Forces landing on the beaches of Normandy, <br />marking the beginning of the end of the war in Europe. <br /> This sixteenth day of.
