Barnhart, Chairman <br />Cabarrus County Board of Commissioners <br /> <br /> Mr. Lewis Williams, Veteran Service Officer, discussed D-Day and its <br />importance in the history of this country. He paid special tribute to the <br />citizens of Cabarrus County who served in World War II and introduced the <br />following individuals who were present for the meeting: Dr. Jim Brown, Surgeon <br />who served on the beach in Normandy; Ms. Eula Patey Kluttz, widow of Lieutenant <br />William Patey who was killed in Normandy in 1944; and Lieutenant Colonel Harold <br />Smith, Army Retired, who served in the infantry in Normandy. <br /> <br />Proclamation - Cabarrus County Foster Parent Month - May 1994 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br /> PROCLAMATION <br /> OF <br />FOSTER PARENT MONTH <br /> <br /> Whereas, there are more than 6,000 children in 3,750 North <br />Carolina foster homes with 70% of these children classified as <br />having special needs; and <br /> Whereas, there are 108 foster children in 31 foster homes in <br />Cabarrus County and in group homes who through no fault of their own <br />have been deprived of a normal home relationship involving love, <br />shelter, and needs that are the basic rights of all children; and <br /> Whereas, social agencies are so fortunate to have dedicated <br />foster parents to provide these children with the aforementioned <br />needs; and <br /> Whereas, these agencies are finding it more difficult to find <br />an adequate number of foster parents to provide the needed love and <br />care for these children: <br /> THEREFORE, I proclaim May, 1994 as <br /> FOSTER PARENT MONTH IN CABARRUS COUNTY <br />Adopted this the 16th day of May, 1994. <br /> /s/ Jeffrey L. Barnhart <br /> Chairman <br /> Board of County Commissioners <br /> <br />Note of Appreciation <br /> <br /> Commissioner Carpenter read a note of appreciation from Bob and Sue Casper <br />for the acts of kindness shown to their family during the recent death of <br />Commissioner Casper's son. <br /> <br />UNFINISHED BUSINESS <br /> <br />Adoption of Ordinance for the Regulation of Cable Rates - Second Reading <br /> <br /> uPoN MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted on second reading the "County Ordinance <br />Directing the Regulation of Basic Service Tier Rates and Related Equipment, <br />Installation and Service Charges of any Cable Television System Operating in the <br />County of Cabarrus." The Ordinance, which was adopted on first reading on May <br />2, 1994, is recorded on Pages 97-100 of Minute Book 24. <br /> <br />Appointment - Rowan-Cabarrus Community College Board of Trustees (1) <br /> <br /> Commissioner Carpenter nominated Ms. Lynne Scott Safrit for appointment to <br />the Rowan-Cabarrus Community College Board of Trustees to fill the vacancy <br />created by the resignation of Mr. Jim Christopher. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved that nominations be closed and Ms. Lynne <br />Scott Safrit appointed by acclamation to the Rowan-Cabarrus Community College <br />Board of Trustees. Ms. Safrit will complete an unexpired term ending on July 1, <br />1997. <br /> <br /> <br />
