119 <br /> <br />dependent upon the use of such systems by the transporters of solid <br />waste, and <br /> WHEREAS, local governments are fundamentally dependent on <br />their ability to control the flow of solid waste to market debt for <br />solid waste management facilities, and <br /> WHEREAS, NCGS 130A-291(b) reflects a recognition by the <br />General Assembly that local governments are fundamentally dependent <br />on their ability to control the flow of solid waste to fund <br />facilities they have planned, financed and operate pursuant to State <br />mandate and, provides for such flow control, now, therefore, be it <br /> RESOLVED, that the Cabarrus County Board of Commissioners <br />strongly urges the General Assembly to continue to provide for local <br />government control of the flow of municipal solid waste and, be it <br /> FURTHER RESOLVED, that the Cabarrus County Board of <br />Commissioners strongly urges the General Assembly to take action to <br />communicate North Carolina's desire for federal legislation <br />authorizing local government control of the flow of solid waste to <br />the United States Congress and, be it <br /> FURTHER RESOLVED, that the Cabarrus County Board of <br />Commissioners strongly urges the General Assembly to provide for <br />alternative revenue mechanisms for funding solid waste management <br />programs. <br /> Adopted this the 16th day of May, 1994. <br /> /s/ Jeffrey L. Bonds, Clerk to the Board <br /> <br />B, Social Services Legislation <br /> <br /> By consensus, the Board delayed action on the Social Services Legislation <br />as submitted by Mr. James F. Cook, Jr., Social Services Director, for inclusion <br />in the County's 1994 Legislative Goals Program. Board members indicated they had <br />questions regarding a number of the legislative items. <br /> <br />Authorization - Lease Financing <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized Mr. Blair Bennett, Finance Director, <br />as the representative responsible to proceed with financing lease proposals from <br />banking institutions relative to the Coddle Creek Project and the Muddy Creek <br />Project. <br /> <br /> The amount needed to complete the Coddle Creek Project is $1,600,000.00. <br />The amount needed to finance the Muddy Creek Project is $1,900,000.00. <br /> <br />Authorization for the Kannapolis Board of Education to Make Repairs at A, L. <br />Brown High School <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Carpenter and <br />unanimously carried, the Board authorized the Kannapolis Board of Education to <br />let bids and enter into contracts for the following emergency work at A. L. Brown <br />High School as required by the Division of Insurance of the State Department of <br />Public Instruction. <br /> <br />A.L. Brown High School fire doors replacement having an <br />estimated cost of $95,300.00. <br />Electrical work having an estimated cost of $22,254.00. <br />Survey work having an estimated cost of $1,500.00. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart convened the meeting of the Water and Sewer District for <br />the presentation of the 1994-95 Annual Budget. <br /> <br /> <br />
