178 <br /> <br /> The Board expressed its appreciation to all EMS personnel and community <br />volunteers for their outstanding work during the emergency disaster in <br />Mecklenburg County. <br /> <br />Harrisburg Planning Services Agreement <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the following Planning Services Agreement <br />between the Town of Harrisburg and Cabarrus County. <br /> <br />NORTH CAROLINA <br />CABARRUS COUNTY <br /> <br />PLANNING SERVICES AGREEMENT <br /> <br /> THIS AGREEMENT of Interlocal Go-operation, pursuant to the terms <br />and conditions of North Carolina General Statutes Chapter 160-A, <br />Article 20, made and entered into this day of <br /> , 1994, by and between the TOWN OF HARRISBURG, North Carolina <br />(hereinafter referred to as "HARRISBURG"), and CABARRUS COUNTY, <br />North Carolina (hereinafter referred to as "CABARRUS"); <br /> WITNESSETH: that -- <br /> WHEREAS, HARRISBURG and CABARRUS agree that it is mutually <br />beneficial to coordinate comprehensive planning and to provide and <br />share staff and staff support therefore in a cost-efficient manner; <br />and <br /> WHEREAS, HARRISBURG and CABARRUS desire to cooperate in an <br />undertaking pursuant to the terms of this Agreement; <br /> NOW, THEREFORE, in consideration of the premises herein and <br />the mutual covenants and agreements hereinafter set forth, <br />HARRISBURG and CABARRUS agree as follows: <br /> 1. Purpose. The purpose of this Agreement is to establish a <br />basis for cooperation between HARRISBURG and CABARRUS in staffing <br />personnel to provide for comprehensive planning services for both <br />HARRISBURG and CABARRUS. <br /> 2. Terms of Agreement. This Agreement shall commence upon <br />its final approval and execution by appropriate authority of both <br />HARRISBURG and CABARRUS, and shall terminate on June 30 1997; <br />however, HARRISBURG and CABARRUS may extend the term of this <br />Agreement by written amendment executed in the manner and with the <br />same formality as this Agreement. <br /> 3. Undertakings of CABARRUS. CABARRUS agrees to provide <br />qualified personnel who shall be responsible for all: <br /> (a) permitting processes and collection of related fees and <br /> charges; <br /> (b) site plan review work; <br /> (c) subdivision review and administration; <br /> (d) technical review and reports on rezontngs; <br /> (e) planning studies as requested by the Town Council; <br /> (f) pre-development review; <br /> (g) staff the Town's planning and zoning board; <br /> (h) addressing; <br />(i) flood plain determination; <br />(j) and comprehensive planning; <br />It shall be the responsibility of the Director of the Department to <br />assign appropriate staff members to fulfill the work for HARRISBURG <br />to ensure that all work is performed in a timely and technically <br />accurate manner. GABARRUS understands that effectively all planning <br />and zoning activities with the exception of enforcement will be <br />handled by the Department. <br /> 4. Undertakings of HARRISBURG. HARRISBURG agrees to pay to <br />CABARRUS an annual compensation of $10,000. Promptly after billing <br />therefore by the Finance Department of GABARRUS, HARRISBURG shall <br />pay such compensation in quarterly installments on or about July 1, <br />October 1, January 1, and April 1 of the fiscal year. HARRISBURG <br />agrees to provide qualified Personnel to handle all related town <br />ordinances' enforcement. <br /> 5. Reporting Responsibilities. The staff utilized to carry <br />out the Town's work shall be and remain employees of CABARRUS, under <br /> <br /> <br />
