177 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the Board approved, subject to review and approval by the <br />County Attorney, Amendment No. 5 to the Professional Engineering Services <br />Agreement entered into on February 4, 1991, by Cabarrus County and Camp Dresser <br />& McKee. The amendment called for Camp Dresser & McKee to evaluate the technical <br />and financial feasibility of constructing a Municipal Solid Waste (MSW) <br />Composting facility to manage the municipal waste now being landfilled in the <br />Cabarrus County Landfill. The study, at a cost of $23,750.00, will include the <br />following: Technology identification and evaluation; Applicable regulatory <br />requirements; Facility sizing analysis; Compost market analysis; Financing and <br />ownership analysis; and System cost analysis. <br /> <br /> At the conclusion of the meeting and after review of the proposed <br />amendment, Mr. Hartsell gave his approval of Amendment No. 5 with the completion <br />of the proper budget amendment and the addition of the preaudit certificate to <br />the document. <br /> <br />HOME Program Grant Application Proposal - Mr. Gerald Newton <br /> <br /> Mr. Gerald Newton, Director of Planning, Zoning and Building Inspections, <br />and Mr. Bob Stark, Consultant, reviewed the proposal to submit an application to <br />the North Carolina Housing Finance Agency for a $200,000.00 HOME program grant <br />to fund single family residential repair projects. They recommended that the <br />Board commit $15,000.00 as the County's local match to the grant funds which will <br />be used to make home repairs for elderly and/or handicapped home owners who are <br />low income. The housing rehabilitation work will include lead based paint <br />remediation as well as such repairs as roof replacement, rewiring and plumbing, <br />installation of bathrooms, floor repairs, installation of water heaters, <br />insulation, window and door replacement, and vinyl siding. The County <br />rehabilitated 20 homes during the last HOME project it was involved with two <br />years ago. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Barnhart and <br />unanimously carried, the Board authorized the submission of an application to the <br />North Carolina Housing Finance Agency for a HOME program grant in the amount of <br />$200,000.00 and agreed to a local match of $15,000.00.00 if the grant is awarded <br />to Cabarrus County. <br /> <br /> Commissioner Payne requested a follow-up report on the work funded by the <br />HOME program grant. <br /> <br />Letter of Appreciation <br /> <br /> Chairman Barnhart read a letter of appreciation from Mr. H. Parks Helms, <br />Chairman of the Mecklenburg County Board of Commissioners, for assistance from <br />Cabarrus County on July 2 when USAir flight 1016 crashed while attempting to land <br />at Charlotte-Douglas International Airport. In his letter to Chairman Barnhart, <br />Mr. Helms extended "thanks to the individuals from your community whose unselfish <br />service in this critical incident permitted rapid care and transportation of the <br />survivors and support of the on-going emergency needs in Cabarrus and Mecklenburg <br />County during the course of this disaster situation." <br /> <br /> The Board and members of the audience gave a standing ovation to Mr. Aubrey <br />Attkisson, Emergency Medical Services (EMS) Director; Mr. David Hampton, EMS <br />Training Officer; and Squad Leaders David Montague and Alan Thompson who were <br />present for the meeting. Mr. Attkisson commended all EMS staff members as well <br />as community volunteers for their assistance during the emergency. He reported <br />that the total response from Cabarrus County was as follows: <br /> <br />1 Triage Bus Able to treat 35 patients <br />2 Advance Life Support Ambulances <br />2 Basic Life Support Ambulances <br />15 Paramedic's <br />5 Basic EMT's <br />Ail equipment and personnel activated, responded to EMS Station One, <br />deployed to Charlotte, and ready to serve in less than 90 minutes. <br /> <br /> <br />
