188 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 15, 1994, at 6:30 P.M. <br /> <br />Present - Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br />Absent - Chairman: Jeffrey L. Barnhart <br /> <br /> Vice-Chairman Carpenter presided in the absence of Chairman Barnhart. She <br />called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Boy Scout Troop 59 of <br />the New Gilead Reformed United Church of Christ. Scouts participating were John <br />Cline and Gale Strickland. <br /> <br /> The invocation was given by Reverend Scott Wade of the First Church of the <br />Nazarene. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the minutes of August 1, 1994 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Appointment Centralina Private Industry Council (1) <br /> <br /> Vice-Chairman Carpenter nominated Mr. Johnny L. Fowler, Philip Morris <br />employee, for reappointment to the Centralina Private Industry Council (PIG) as <br />a representative of Organized Labor. Commissioner Casper seconded the <br />nomination. <br /> <br /> UPON MOTION of Vice-Chairman Carpenter, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved that nominations be closed and that Mr. <br />Johnny L. Fowler be reappointed by acclamation to the Centralina Private Industry <br />Council (PIG) as a representative of Organized Labor. Mr. Fowler's two-year term <br />of appointment will end on June 30, 1996. <br /> <br />NEW BUSINESS CONSENT <br /> <br />Approval of Fireworks Display nunc pro tunc- Zambelli Fireworks Manufacturing <br />Company and Charlotte Motor Speedway <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved nunc pro tunc a fireworks display at the <br />Charlotte Motor Speedway on Saturday, August 13, 1994, at 9:00 P.M. by Zambelli <br />Fireworks Manufacturing Company. <br /> <br /> Commissioner Payne questioned the possibility of delegating authority to <br />the County Manager to grant permission for fireworks displays. After brief <br />discussion, the Board by general consensus agreed to maintain the current <br />procedures relative to the approval of fireworks displays. <br /> <br />Road Petition <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the addition of Harvest Lane to the state <br />road system. <br /> <br />NEW BUSINESS <br /> <br />Request for Endorsement of Smart Start Program Application for Cabarrus County... <br /> <br /> UPON MOTION of Vice-Chairman Carpenter, seconded by Commissioner Gasper and <br />unanimously carried, the Board approved the following letter endorsing the <br />application of Cabarrus County to the State for a Smart Start grant to fund early <br />childhood education programs in the county. <br /> <br /> <br />
