Hunt <br />Governor <br />State of North Carolina <br />Raleigh, North Carolina 27611 <br /> <br />Dear Governor Hunt: <br /> <br />The Cabarrus County Board of Commissioners unanimously endorses the <br />application of Cabarrus County to participate in Smart Start. <br /> <br />Access to affordable, quality early childhood education is <br />fundamental to the success of our children. We are very proud of <br />the broad-based collaborative effort that has gone into developing <br />the county's application for Smart Start. <br /> <br />We commend you for your vision and sincerely hope that Cabarrus <br />County is chosen this year to be a part of Smart Start. <br /> <br />Sincerely, <br />Jeffrey L. Barnhart <br />Chairman, Board of Commissioners <br /> <br />Recommended Design and Placement of the Law Enforcement Memorial - Sheriff Robert <br />Canaday <br /> <br /> Sheriff Robert Canaday presented the recommendations for the design and <br />placement of a Law Enforcement Memorial for officers killed in the line of duty <br />in Cabarrus County. These recommendations were developed by a committee <br />consisting of Sheriff Canaday, Chief Bob Cansler, Chief Paul Brown, Mr. George <br />Diatzikis, and Mrs. Ann Cannon. The recommended design is currently in place in <br />Guilford County and consists of a cement area with two granite benches and a <br />granite pedestal with a bronze plaque affixed to the upright portion of the <br />monument. The recommended site is the grassy area south of the Governmental <br />Center at the intersection of Corban Avenue and Church Street. With approval of <br />the design concept and the recommended site, Sheriff Canaday stated the committee <br />is prepared to establish a non-profit group to solicit private contributions to <br />purchase and erect the memorial at an estimated cost of $8,000.00. <br /> <br /> Commissioner Fennel made a motion, seconded by Vice-Chairman Carpenter, to <br />approve the design and location for the Law Enforcement Memorial as presented by <br />Sheriff Canaday. <br /> <br /> During discussion, Commissioner Payne proposed that the County issue a <br />challenge to the community and commit matching funds up to $4,000.00. Sheriff <br />Canaday declined the offer, but suggested that the Board permit County personnel <br />to assist in site preparation, landscaping and cement work for the memorial. <br /> <br /> Commissioner Payne amended Commissioner Fennel's motion to include a <br />provision that the County will be responsible for all landscaping and concrete <br />work pertaining to the construction of the Law Enforcement Memorial. This <br />amendment was accepted by Commissioner Fennel and Vice-Chairman Carpenter. <br /> <br /> UPON AMENDED MOTION of Commissioner Fennel, seconded by Vice-Chairman <br />Carpenter and unanimously carried, the Board approved the design and location of <br />the Law Enforcement Memorial as presented by Sheriff Canaday and agreed that the <br />County will be responsible for all landscaping and concrete work pertaining to <br />the construction of the memorial. <br /> <br />Appointment of Youth Representative to the Cabarrus County Parks and Recreation <br />Commission (1) <br /> <br /> The Board received the nomination from the Parks and Recreation Commission <br />for the appointment of Mr. Casey William Black as the Youth Representative to the <br />Commission. <br /> <br /> Commissioner Fennel nominated Mr. Casey William Black for appointment to <br />the Parks and Recreation Commission. Nomination was seconded by Commissioner <br />Payne. <br /> <br /> <br />
