L. Brown High School, be appointed as <br />the Youth Representative to the Parks and Recreation Commission for a term of one <br />year ending July 31, 1995. <br /> <br />Cable Television - December 31, 1994 ExtensiOn Requests <br /> A, Request to Extend Gable Franchise with Vision Cable to December 31, <br /> 1994 <br /> <br /> Mr. Witherspoon reported that work is continuing in the cable television <br />refranchising process. The Request for Renewal Proposals should be issued within <br />the next two weeks. <br /> <br /> UPON MOTION of Vice-Chairman Carpenter, seconded by Commissioner Fennel and <br />unanimously carried, the Board extended the current cable television franchise <br />with Vision Cable Communications until December 31, 1994. <br /> <br />Request to Extend Terms of Appointment for Two Members of the <br />Cabarrus Franchise Commission to December 31, 1994. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Vice-Chairman Carpenter and <br />unanimously carried, the Board moved to extend the terms of appointment for Cable <br />Franchise Commission members Thomas Dwiggins and Kenneth Olio-Mills from August <br />31, 1994 until December 31, 1994. <br /> <br />Department of Social Services - Request to Submit Family Preservation Services <br />grant Application - Mr. James F. Cook, Jr. <br /> <br /> Mr. Rod Duncan, Supervisor with the Department of Social Services, <br />requested permission for the Department to apply for a state grant of <br />approximately $50,000.00 to expand the Family Preservation Services currently <br />provided through the "Home Remedies" Program. No local match is required for <br />these grant funds during the first nine months of operation (October 1, 1994 to <br />June 30, 1995). It is anticipated that additional federal monies can be used to <br />fund the positions beyond 1996. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Vice-Chairman Carpenter and <br />unanimously carried, the Board authorized the Department of Social Servfces to <br />submit an Intensive Family Preservation Services Program grant application for <br />state funding of approximately $50,000.00 to expand the County's Family <br />Preservation Services program. <br /> <br />Zoning Atlas Amendment Public Hearing 7:00 P.M. <br /> <br />Petition 94-03. Frank B. White, Owner and Joe Crum, Petitioner, Map/PIN <br />5546-82-5922, 13 acres, off U.S. 601 South. The petitioner is requesting <br />a change from Low Density Residential (LDR) to General Commercial <br />Special Use (GC/SU) to construct a building contractor office and storage <br />yard and nursery/landscape company. <br /> <br />The Planning and Zoning Commission voted 6 to 3 to deny this petition. <br /> <br /> Mr. Hartsell and Mrs. Bonds affirmed the following persons who indicated <br />they wished to address the Board regarding Petition 94-03: Dr. Nancy Randall, <br />Planning and Zoning Commission Chair; Mr. Michael Downs, Zoning Administrator; <br />Mr. Charles Kneeberg; Mr. Henry McBryde, Jr., and Mr. Larry Harrington, Attorney. <br /> <br /> Dr. Randall presented Petition 94-03 and discussed the vote by the Planning <br />and Zoning Commission to deny the rezoning request. She stated the Petitioner <br />has requested a change from its current zoning of Low Density Residential, which <br />does permit by standard certain kinds of commercial and retail uses, to a General <br />Commercial zone with uses restricted to a building contractor's office and <br />storage yard and a nursery/landscape company. Dr. Randall summarized support for <br />the rezoning as follows: (1) Highway 601 is a major two-lane road that does <br />carry heavy truck traffic; and (2) General support for businesses developing in <br />the community.
