220 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 3, 1994, at 4:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Kenneth F. Payne <br /> <br />Absent - Commissioner: Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager, and Mrs. Frankie <br />F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart was delayed in traffic and absent for the beginning of <br />the meeting. Vice-Chairman Carpenter presided in his absence and called the <br />meeting to order at 4:30 P.M. <br /> <br /> Mr. James H. Hagler of Post 301, American Legion, of Mt. Pleasant led the <br />Pledge of Allegiance. <br /> <br /> The invocation was given by Reverend Rick Felts of the Shadybrook Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Vice-Chairman Carpenter voting for, the <br />minutes of September 19, 1994 were approved as written. <br /> <br />NEW BUSINESS <br /> <br />Presentation of the 1994 National Association of Counties (NACo) Achievement <br /> <br />Award for the "Jobs for Dads" Program <br /> <br /> The Board recognized Social Services staff members for being named as a <br />winner of the 1994 National Association of Counties (NACo) Achievement Award for <br />the "Jobs for Dads" Program. The County received this award during the recent <br />1994 NACo Annual Conference held in Clark County, Nevada. The "Jobs for Dads" <br />Program assists unemployed absent-parent fathers to be able to meet their child <br />support obligations through education, training, job development and placement <br />services. <br /> <br /> Vice-Chairman Carpenter presented the award to the following Social <br />Services staff members who were present for the meeting: Social Workers Fran <br />Carpenter, Jane Cauthen and Ron Blackmon. Also present was Mr. David Hollars of <br />the Centralina Private Industry Council which assisted with program funding. <br /> <br />Presentation of the 1994 Ralph W. Ketner Employee Productivity Award to the <br />Social Services Team for "Work Simplification Projects" <br /> <br /> Mr. James F. Cook, Jr., Social Services Director, reported that a team from <br />the Department of Social Services had received a Ralph W. Ketner Employee <br />Productivity Award for "Work Simplification Projects" during the recent Annual <br />Conference of the North Carolina Association of County Commissioners. The <br />$1,000.00 award was one of the 10 Ketner awards given each year to county staff <br />members or teams of employees who develop innovative, cost-saving programs and <br />procedures that enhance their county's productivity. The local 30-member Social <br />Services team increased productivity and improved services by consolidating <br />public assistance applications into one single application and developing a <br />number of other measures to simplify the process for applying for public <br />assistance. <br /> <br /> Vice-Chairman Carpenter presented a certificate of recognition to the <br />following team members who were present for the meeting: Income Maintenance <br />Caseworkers Mickey Hasty, Jaymee Floyd, Lynn Fink, and Trish Russell. <br /> <br /> <br />
