221 <br /> <br />Recognition of Kay L~ Brooks, Deputy Register of Deeds <br />North Carolina Association of Registers of Deeds <br /> <br />Certification by the <br /> <br /> The Board recognized Ms. Kay L. Brooks, Deputy Register of Deeds, for <br />attaining certification by the North Carolina Association of Registers of Deeds. <br />Certification is recognition of staff who achieve a higher level of excellence <br />in their duties and responsibilities. Commissioner Payne presented the <br />certificate of commendation to Ms. Brooks. <br /> <br />Resolution Honoring C. D. Lyons for Service on the Community Based Alternatives <br />(CBA) Task Force <br /> <br /> The Board recognized Mr. C. D. Lyons for his 14 years of service as a <br />member of the Community Based Alternatives (CBA) Task Force. Commissioner Casper <br />presented a plaque to Mr. Lyons in appreciation for his work. <br /> <br /> UPON MOTION of Vice-Chairman Carpenter, seconded by Commissioner Casper <br />with Vice-Chairman Carpenter and Commissioners Casper and Payne voting for, the <br />Board adopted the following Resolution. <br /> <br /> RESOLUTION <br />HONORING C. D. LYONS <br /> <br />WHEREAS, the Board of Commissioners of the County of Cabarrus <br /> appointed C. D. Lyons to the Cabarrus County Community <br /> Based Alternatives Task Force in July, 1980; and <br />WHEREAS, C.D. Lyons voluntarily served faithfully and tirelessly <br /> on the Community Based Alternatives Task Force for <br /> fourteen years, through June 1994; and <br />WHEREAS, C.D. Lyons served as Chairman of the Community Based <br /> Alternatives Task Force for a total of seven years on <br /> three separate occasions; and <br />WHEREAS, through his leadership and service, the Cabarrus County <br /> Community Based Alternatives Task Force has become one <br /> of the most successful in the State of North Carolina. <br /> THEREFORE, BE IT RESOLVED that the County Commissioners of the <br />County of Cabarrus recognize C. D. Lyons for his outstanding and <br />selfless contribution to the youth of this county; and <br /> BE IT FURTHER RESOLVED that this resolution of appreciation <br />shall be spread across the official minutes of the County <br />Commissioners of the County of Cabarrus for all to see through <br />perpetuity. <br /> Adopted this the 3rd day of October, 1994. <br /> <br />/s/ Jeffrey L, Barnhart <br />Jeffrey L. Barnhart, Chairman <br /> <br />Additions to Agenda <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Payne with <br />Commissioners Casper and Payne and Vice-Chairman Carpenter voting for, the Board <br />added the following items to the agenda: Resolution Authorizing Condemnation for <br />the Muddy Creek Project and Voter Registration Grant Application by the Board of <br />Elections. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Vice-Chairman Carpenter voting for, the Board <br />added to the agenda the appointment of a member to the Department of Aging <br />Advisory Board. <br /> <br />Appointment to the Department of Aging Advisory Board <br /> <br /> Commissioner Payne nominated Ms. Jean K. Brownlow for appointment to the <br />Department of Aging Advisory Board to fill the vacancy created by the resignation <br />of Dr. Joe Moose. <br /> <br /> <br />
