222 <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Vice-Chairman Carpenter <br />with Commissioners Casper and Payne and Vice-Chairman Carpenter voting for, the <br />Board moved that nominations be closed and Ms. Jean K. Brownlow be appointed by <br />acclamation to the Department of Aging Advisory Board. Ms. Brownlow will fill <br />an unexpired term ending December 31, 1996. <br /> <br />Voter Registration Grant Application <br /> <br /> Mr. Witherspoon briefly reviewed the grant program funded by the North <br />Carolina General Assembly to assist counties in the implementation of the <br />National Voter Registration Act of 1993. The County Board of Elections plans to <br />apply to the State Board of Elections for these grant funds which will range from <br />$5,000.00 to $25,000.00 per county. However, unless the Board of Commissioners <br />takes action to waive a provision of the grant, 25 percent (25%) of the money <br />awarded to the County will go to other local agencies which are required to <br />assist with voter registration. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Vice-Chairman Carpenter voting for, the Board <br />approved the submission of the Voter Registration Grant application for Cabarrus <br />County and waived the requirement that a minimum of 25 percent (25%) of the total <br />grant be disbursed to local agencies, other than the County Board of Elections, <br />which are required by the National Voter Registration Act to assist with voter <br />registration. <br /> <br />Resolution Authorizing Condemnation to Acquire Property <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper with <br />Commissioners Payne and Casper and Vice-Chairman Carpenter voting for, the Board <br />ratified the adoption of the following resolution. <br /> <br />RESOLUTION AUTHORIZING CONDEMNATION <br /> TO ACQUIRE PROPERTY <br /> <br /> WHEREAS, the Board of Commissioners of Cabarrus County, North <br />Carolina hereby determines that it is necessary and in the public <br />interest to acquire certain property owned by those persons, firms <br />or corporations identified in Schedule 1 for the following public <br />purpose: <br /> To protect the public health and to provide the public <br /> with an adequate and sound sewage collection and <br /> disposal system; and <br /> WHEREAS, to date, representatives of Cabarrus County have been <br />unable to acquire the needed interest in the described property by <br />negotiated conveyance. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF <br />CABARRUS COUNTY, THAT: <br /> 1. Cabarrus County shall acquire by condemnation, for the <br />purposes stated above, the property and interest therein described <br />in Schedule 1 attached hereto and incorporated herein by reference. <br /> 2.
