225 o Within five (5) business days of receipt, Centralina Council of Governments will: Begin an internal review process of the cable operator's request and financial information. Open a ten (10) day public comment period by issuing a press release to local news media. Within twenty (20) business days of receipt, Cabarrus County, through Centralina Council of Governments, will take the following actions, as applicable: File appropriate written notice of the necessity to extend the review period, as required under FCC regulations, if necessary. If the staff review determines the proposed rates are within the applicable FCC guidelines, a letter will be prepared for signature by the Chairman of the County Board of Commissioners notifying the cable operator that the rate change request is approved. If the staff review determines the proposed rates are not within the applicable FCC guidelines, a written staff report will be prepared for the Chairman, incorporating: Public comments on rate changes received during public comment period pursuant to the current change request received; and Findings and recommendations of Centralina Council of Governments. The Chairman shall submit a request for action by the Board of Commissioners based upon the recommendations of Centralina Council of Governments. Within ten (10) business days of Board action, Cabarrus County, through Centralina Council of Governments, must: Prepare a written summary of the final action relating to the rate change, including reasons for decisions or actions; and Provide the cable operator with written notification of action taken. Water and Sewer District Meeting Chairman Barnhart recessed the meeting until the conclusion of the'meeting of the Board of Commissioners for the Water and Sewer District. Chairman Barnhart reconvened the meeting of the Board of Commissioners. REPORTS Award of Community Development Block Grant Chairman Barnhart read a letter from Governor James B. Hunt, Jr., announcing the award of a $630,626.00 preliminary Community Development Block Grant (CDBG) for Community Revitalization in the Fishertown Community. The project schedule will be provided to the Board. Senior Tax Work-Off Program Vice-Chairman Carpenter reported that she had received information regarding the Senior Tax Work-Off Program in Mecklenburg County. She asked that this item be included on the next agenda. Board members agreed, and Chairman Barnhart requested Vice-Chairman Carpenter to discuss the proposed program with the Tax Administrator prior to the meeting. Public Education Steering Committee Goals Chairman Barnhart, member of the North Carolina Association of County Commissioners Public Education Steering Committee, reported that the Committee has prepared a draft of its legislative goals for 1995. A copy of this information will be provided to the Board members.
