225 <br /> <br />o <br /> <br />Within five (5) business days of receipt, Centralina Council <br />of Governments will: <br /> Begin an internal review process of the cable operator's <br /> request and financial information. <br />Open a ten (10) day public comment period by issuing a <br />press release to local news media. <br />Within twenty (20) business days of receipt, Cabarrus County, <br />through Centralina Council of Governments, will take the <br />following actions, as applicable: <br /> File appropriate written notice of the necessity to <br /> extend the review period, as required under FCC <br /> regulations, if necessary. <br /> If the staff review determines the proposed rates are <br /> within the applicable FCC guidelines, a letter will be <br /> prepared for signature by the Chairman of the County <br /> Board of Commissioners notifying the cable operator that <br /> the rate change request is approved. <br /> If the staff review determines the proposed rates are <br /> not within the applicable FCC guidelines, a written <br /> staff report will be prepared for the Chairman, <br /> incorporating: <br /> Public comments on rate changes received during <br /> public comment period pursuant to the current <br /> change request received; and <br />Findings and recommendations of Centralina <br />Council of Governments. <br />The Chairman shall submit a request for action by the <br />Board of Commissioners based upon the recommendations of <br />Centralina Council of Governments. <br />Within ten (10) business days of Board action, Cabarrus <br />County, through Centralina Council of Governments, must: <br /> Prepare a written summary of the final action relating <br /> to the rate change, including reasons for decisions or <br /> actions; and <br /> Provide the cable operator with written notification of <br /> action taken. <br /> <br />Water and Sewer District Meeting <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the'meeting <br />of the Board of Commissioners for the Water and Sewer District. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />REPORTS <br /> <br />Award of Community Development Block Grant <br /> <br /> Chairman Barnhart read a letter from Governor James B. Hunt, Jr., <br />announcing the award of a $630,626.00 preliminary Community Development Block <br />Grant (CDBG) for Community Revitalization in the Fishertown Community. The <br />project schedule will be provided to the Board. <br /> <br />Senior Tax Work-Off Program <br /> <br /> Vice-Chairman Carpenter reported that she had received information <br />regarding the Senior Tax Work-Off Program in Mecklenburg County. She asked that <br />this item be included on the next agenda. Board members agreed, and Chairman <br />Barnhart requested Vice-Chairman Carpenter to discuss the proposed program with <br />the Tax Administrator prior to the meeting. <br /> <br />Public Education Steering Committee Goals <br /> <br /> Chairman Barnhart, member of the North Carolina Association of County <br />Commissioners Public Education Steering Committee, reported that the Committee <br />has prepared a draft of its legislative goals for 1995. A copy of this <br />information will be provided to the Board members. <br /> <br /> <br />
