241 <br /> <br />execution of Change Order No. 1 which reduced the Contract amount to $780,735.50 <br />and authorized the execution of Contract S Single Prime by Concord Builders, <br />Inc. for $1,235,000.00, concurrently with execution of Change Order No. 1 which <br />reduced the contract to $1,090,000.00..The Notices to Proceed are to be issued <br />for each contract. <br /> <br /> The Board, acting as the Water and Sewer District Board, awarded these <br />contracts on August 1, 1994. <br /> <br />C, Authorize transfer of funds between both Cabarrus County and the Water and <br />Sewer District of Cabarrus County for the Muddy Creek Project. <br /> <br /> No action was required at this time as the budget was set up for the <br />project in the Fiscal Year 1995 budget. <br /> <br />Addition to Agenda <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Barnhart and <br />unanimously carried, the Board added the following items to the agenda: Property <br />acquisition of 29.48 acres of property adjacent to the County Landfill and <br />belonging to Terri Fry and the adoption of a Proclamation for National Diabetes <br />Month in Cabarrus County. <br /> <br />Property Acquisition - County Landfill <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Barnhart and <br />unanimously carried, the Board authorized the purchase of 29.48 acres on Irish <br />Potato Road belonging to Terri Furr Frye and husband Leonard Frye, at a cost of <br />$150,000.00, and subject to the conditions set forth in the "Offer to Purchase <br />and Contract". The property is adjacent to the County Landfill. <br /> <br />Amendment to Engineering Services Agreement with Camp Dresser & McKee/Budget <br />Amendment (Site Study for a Subtitle D Expansion to the County Landfill <br /> <br /> Dr. William F. Pilkington, Health Director, and Mr. Joe Wiseman of Camp <br />Dresser & McKee reviewed the proposed $220,000.00 addition to the Engineering <br />Services agreement with Camp Dresser and McKee (CDM). This Amendment (No. 7) <br />would provide for a site study for expansion to the County Landfill. It was the <br />Health Board's recommendation that CDM proceed with the testing of Option B which <br />includes property owned by the County, the Patterson family, and the Casper <br />family. This site would provide 18 years of capacity as opposed to the 31-year <br />capacity of Option A which is property owned by the Patterson family. However, <br />the Health Board further recommended concurrent field work on Option A at an <br />additional cost of $30,000.00. This work would help to maintain the tight <br />permitting schedule for a new landfill and serve as "insurance" in the event that <br />permitting on Option B fails. Mr. Wiseman reported that a preliminary test of <br />the monitoring wells between Option B and the current landfill indicated a <br />contaminate of a solvent type based product. However, he stressed that the <br />results are preliminary and the test is inconclusive as to whether the ground <br />water in the area is contaminated. Additional testing will be made and, if <br />contaminates are found, the problem will be assessed and appropriate remediation <br />work will be initiated to ensure that the contaminates are contained on site. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter and Casper and Chairman Barnhart voting for and <br />Commissioner Fennel voting against, the Board moved to increase the contract with <br />Camp Dresser & McKee in the amount of $220,000.00 to conduct a site study for a <br />Subtitle D Expansion to the Landfill as outlined in Amendment No. 7 to the <br />Engineering Services Agreement (February 4, 1991) between Cabarrus County and <br />Camp Dresser & McKee. The cost of $220,000.00 includes $120,000.00 for CDM <br />services and an allowance of $100,000.00 for subcontracted services. The Tasks <br />as outlined in the Amendment for the preparation of a site study for the Option <br />B site as well as for the field work portion of a site study for the Option A <br />site are as follows. <br /> <br />Task 1 - Regional Characterization Study <br />Task 2 - Local Characterization Study <br />Task 3 - Site Hydrogeological Report <br />Task 4 - Location Restrictions <br /> <br /> <br />
