The Program Administrator will make a presentation <br />covering the total CDBG funds available and the competitive <br />basis for award; the range of eligible activities; the <br />planning process and the schedule of meetings and hearings; <br />the role of the citizens in the program; and a summary of <br />other program requirements such as environmental, fair housing <br />and contracting procedures. <br />A public file containing program documentation will be <br />available for review at the Cabarrus County Governmental <br />Center, 65 Church Street South, 2nd floor, CDBG Office, <br />Concord, NC during normal business hours. Included will be <br />copies of the Application, Environmental Review Record, the <br />Citizen Participation Plan and Annual Performance Reports. <br />Other program documents are also available for citizen review <br />or request consistent with applicable state and local laws <br />regarding personal privacy and obligations of confidentiality. <br />In the case of public hearings where a significant number of <br />non-English speaking residents are expected to participate, a <br />bilingual interpreter will be provided. <br /> <br />Water Rates - Revised Policy for Water Leakage <br /> <br /> Mr. Henry Waldroup, Utilities Director, reviewed the proposed leak <br />adjustment policy revision. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following policy changes for water <br />leakage. <br /> <br />b. In the case of a proven leak on the customer's plumbing, the <br />customer shall be charged the amount computed using the following <br />formula: <br /> 1. The customer shall be charged the average purchase rate <br /> charged to the County for treated water for all water <br /> used above the customer average water consumption for <br /> the previous twelve (12) months of occupancy, whereas <br /> applicable, in addition to the amount of the average <br /> bill. The rate of adjustment will be determined by an <br /> annual averaged cost of purchased water and established <br /> on July 1 each budget year. <br /> 2. Adjustments for leaks are applicable only once per <br /> twelve (12) month period on water accounts. No <br /> adjustment will be made on sewer accounts where it is <br /> proven that the water went into the sewer system. <br /> <br />Muddy Greek Wastewater Treatment Plant <br />A. Resolution of Outstanding Property Issues (if any) <br /> <br /> Mr. Hartsell reported that negotiations are continuing on two tracts of <br />property with condemnation to be initiated on Tuesday. No further action is <br />required by the Board at this time. <br /> <br />Bo <br /> <br />Authorization of the Execution of Construction Contract S (WWTP), and <br /> Contract L (Interceptor) and Notice to Proceed for Each Contract <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., reported that final <br />State approval had been received for construction of the project. He asked the <br />Board to authorize the execution of Contracts L and S, concurrently with Change <br />Orders No. 1, and the Notice to Proceed for both contracts. The Notice to <br />Proceed will be effective October 27, 1994 with substantial completion by July <br />28, 1995. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board authorized the execution of Contract L - Line Work <br />by R. F. Shinn Contractor, Inc. at a cost of $794,935.00, concurrently with the <br /> <br /> <br />
