252 <br /> <br /> The Board of CommiSsioners for the County of Cabarrus met in. regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, November 7, 1994, at 4:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 4:30 P.M. <br /> <br /> The invocation was given by Reverend James E. Hollis of the Flow Harris <br />Presbyterian Church. <br /> <br /> The Pledge of Allegiance was led by Mr. Lewis Williams, Veteran Service <br />Officer. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Casper and <br />unanimously carried, the minutes of October 14 and 17, 1994, were approved as <br />written. <br /> <br />UNFINISHED BUSINESS <br /> <br />Proposal for the Cannon Memorial Library, Mt. Pleasant Branch <br /> <br /> As requested on October 17, the following information relative to the <br />proposed branch library in Mt. Pleasant was included in the agenda. <br /> <br />MT. PLEASANT LIBRARY PROPOSAL <br />WHO PROVIDES AND COST TO COUNTY <br /> <br /> Item <br />1. Land <br />2. Building (turn key) <br />3. 5,000 books, tapes, etc. <br />4. First year's total operating <br /> cost (based on 35 hours <br /> per week) <br />5. First year's cost of additional <br /> books, tapes, etc. <br />6. Annual cost Year 2 <br /> Year 3 <br /> Year 4 <br /> Year 5 <br /> <br />Friends of the Mt. <br />Pleasant Library County <br />X 0 <br />X 0 <br /> 100,000 <br /> 48,000 <br /> <br />15,000 <br /> <br /> 65,500 <br />68,200/101,800- <br />70,900/105,900' <br />73,800/110,100' <br /> <br />*Lesser number represents operating 35 hours per week, greater <br />number represents operating 60 hours per week. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved that the Friends of the Mt. Pleasant Library <br />be advised to go ahead and proceed with the proposed branch library in Mt. <br />Pleasant and that the County will participate under the conditions that the land, <br />building, landscaping, shelving, etc. are provided by that group. A letter is <br />to be submitted from the elected board of the Town of Mt. Pleasant stating their <br />blessings upon the project, and the County will then participate in the project <br />assuming that the group holds up its part of the agreement. <br /> <br /> Commissioner Casper issued a challenge for County staff to look for grants, <br />funds, etc. to provide funding to adequately stock the branch library. <br /> <br /> <br />
