253 <br /> <br />NEW BUSINESS GONSENT <br /> <br />Road Petitions - Additions to State System <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the addition of the following roads to <br />the State road system for maintenance: Century Drive, Fields Manor, Overcrest <br />Drive, and Trailwood Court. <br /> <br />Resolution for Centralina Council of Governments to Receive State Funds <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following resolution. <br /> <br />RESOLUTION <br /> <br /> WHEREAS, in North Carolina the Lead Regional Organizations, as <br />voluntary organizations serving municipal and county governments, <br />have established productive working relationships with the cities <br />and counties across this state; and <br /> WHEREAS, the 1994 General Assembly recognized this need <br />through the appropriation of $864,270 to help the Lead Regional <br />Organizations assist local governments with grant applications, <br />economic development, community development, and to support local <br />industrial development activities and the activities as deemed <br />appropriate by their local governments; and <br /> WHEREAS, these funds are not intended to be used for payment <br />of member dues or assessments to a Lead Regional Organization or to <br />supplant funds appropriated by the member governments; <br /> WHEREAS, in the event that a request is not made by Cabarrus <br />County for release of these funds to our Regional Council, the <br />available funds will revert to the State's general fund; and <br /> WHEREAS, in Region F funds in the amount of $48,015 will be <br />used to/for preparation of HOME and CDBG applications, regional data <br />center, Regional Atlas, regional building permit tracking system, <br />and other economic development activities that may deem appropriate; <br /> NOW, THEREFORE BE IT RESOLVED, that the Cabarrus County Board <br />of Commissioners requests the release of its share of these funds, <br />$4,857.56, to the Centralina Council of Governments at the earliest <br />possible time in accordance with the provisions of Chapter 321, <br />Senate Bill 27 section 39 of the 1994 Session Laws. <br /> <br />Witnessed this the 7th day of November, 1994 in Concord, North <br />Carolina by: <br /> <br /> /s/ Jeffrey L. Bonds <br /> <br /> Signature of Witness <br />Clerk to the Board <br /> <br />Title <br /> <br />Ratification and Approval of the Award of Bids for the Muddy Creek Project <br /> (As Awarded by the Water and Sewer District on August 1, 1994) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board ratified and approved the award of the bids for <br />the Muddy Creek Project as set forth below. <br /> <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., <br />presented the Engineering Report on the bids received on June 15, <br />1994 for the Muddy Creek WWTP and Interceptor. The multi-prime <br />bids could not be opened because there were no bids for Contract B <br />(Mechanical and Plumbing). However, since there were three Contract <br />S (Single Prime) bids, these bids were opened with the intent to <br />award on the basis of the lowest single prime bid. The submitted <br />Contract A (General) and Contract C (Electrical) bids were returned <br />to the bidders unopened. The Contract L (Line Work) bid of B.R.S., <br />Inc., contained a minor math error of $0.70 which was corrected to <br />the figure presented below. The Contract S bid~of Concord Builders, <br />Inc. contained a minor irregularity by omitting the name of the <br /> <br /> <br />
