256 <br /> <br />eight-county Centralina region were funded. Mr. Duston requested that the Board <br />adopt a resolution calling for a regional allocation of CDBG funds in future <br />funding cycles. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following resolution. <br /> <br /> RESOLUTION <br />REQUESTING THE NORTH CAROLINA DIVISION OF ASSISTANCE TO ALLOCATE <br /> COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (UNDER THE COMMUNITY <br /> REVITALIZATION CATEGORY) ON A REGIONAL BASIS TO ENSURE THAT <br /> COMMUNITIES IN ALL PORTIONS OF NORTH CAROLINA <br /> HAVE EQUITABLE ACCESS <br /> <br />WHEREAS, Cabarrus County hereby endorses the concept of applying <br /> for and using Community Development Block Grant (GDBG- <br /> CR) funds as a means of providing community <br /> revitalization assistance to low and moderate-income <br /> persons; and <br />WHEREAS, Gabarrus County is a "non-entitlement" community (as <br /> defined by the US Department of Housing and Urban <br /> Development), and, as such, is able to compete for these <br /> funds with other similar North Carolina cities and <br /> counties; and <br />WHEREAS, Cabarrus County feels that it is in the best interest <br /> that communities with substantial community development <br /> needs, irrespective of geographical location in the <br /> State, have an ability to effectively compete for CDBG- <br /> CR funds; and <br />WHEREAS, other community assistance grants such as the HOME <br /> Investment Partnership and the Energy Incentive Program <br /> are allocated within North Carolina on a regional basis. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Division of Community <br />Assistance, beginning in 1995, allocate CDBG-CR grant funds on a <br />regional basis in North Carolina. <br /> This the 7th day of November, 1994. <br /> <br /> /s/ Jeffrey L. Bonds, Clerk to the Board <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Barnhart opened the meeting for Informal Public Comments and asked <br />if anyone were present who wished to address the Board. <br /> <br /> There was no one present to address the Board, and Chairman Barnhart closed <br />that portion of the meeting. <br /> <br />Water and Sewer District <br /> <br /> Chairman Barnhart recessed the meeting until the conclusion of the meeting <br />of the Water and Sewer District. <br /> <br />Chairman Barnhart reconvened the meeting of the Board of Commissioners. <br /> <br />Adjournment <br /> <br /> There being no further business to come before the Board, Chairman Barnhart <br />adjourned the meeting at 4:58 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
