The Finance Officer is hereby directed to maintain <br />within the Grant Project Fund sufficient detailed accounting records <br />to provide the accounting to the grantor agency required by the <br />grant agreement(s) and federal and state regulations. <br /> Section 6. Requests for funds should be made to the grantor <br />agency in an orderly and timely manner as funds are obligated and <br />expenses incurred. <br /> Section 7. The Finance Officer is directed to report quarterly <br />on the financial status of each project element in Section 4 and on <br />the total grant revenues received or claimed. <br /> Section 8. The Budget Officer is directed to include a <br />detailed analysis of past and future costs and revenues on this <br />grant project in every budget submission made to this Board. <br /> Section 9. Bonds <br />CLERK TO THE BOARD <br /> <br />Award of the Engineering Services Contract for the Community Development Block <br />Grant Fishertown/Greybark Project <br /> <br /> Mr. Stark reported that the following proposals had been received for the <br />engineering services for the Fishertown/Greybark Community Development project. <br /> <br />Cochran Engineering <br />Landdesign <br />Concord Engineering <br /> <br />$19,670.25 (Not to Exceed) <br />$44,000.00 (Not to Exceed) <br />Did Not Submit "Not to Exceed" Price <br /> <br />Based upon his evaluation of the proposals and with Cabarrus County's experience <br />with Bill Cochran, Mr. Stark recommended that Cochran Engineering be awarded the <br />engineering contract. Cochran had received 55 of 55 possible points in the <br />rating of the following: Technical Approach/Understanding, Staffing <br />Plan/Experience, Experience with the County and Stark, and Fee Proposal. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Fennel and <br />unanimously carried, the Board awarded the engineering services contract for the <br />Community Development Block Grant Fishertown/Greybark Project to Cochran <br />Engineering at a not-to-exceed cost of $19,670.25, with the contract subject to <br />the approval of the County Attorney. <br /> <br />Resolution Authorizing Grant Application to North Carolina Department of <br />Transportation for Human Service Transportation Management Program Funds <br /> <br /> Mr. Mike Byrd, Transportation Planner, reviewed the proposal to apply for <br />Department of Transportation funds to assist in the funding of his position. The <br />total amount eligible is $9,375.00 every six months, with the required 25 percent <br />County match available from Mr. Byrd's current salary. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution and authorized <br />the Chairman to sign the Memorandum of Understanding. <br /> <br />RESOLUTION TO APPLY AND ENTER INTO AN AGREEMENT <br />WITH THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION <br /> FOR HUMAN SERVICE TRANSPORTATION MANAGEMENT PROGRAM <br /> FUNDS <br /> <br /> A motion was made by Chairman Barnhart, seconded by <br />Commissioner Payne for adoption of the following resolution, and <br />upon being put to a vote was duly adopted: <br /> <br /> <br />
