264 The Board of Commissioners for the County of Cabarrus met ~n regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, December 5, 1994, at 4:30 P.M. Present - Chairman: Jeffrey L. Barnhart Vice-Chairman: Carolyn B. Carpenter Commissioners: Sue B. Casper Arne L. Fennel Kenneth F. Payne Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Barnhart called the meeting to order at 4:30 P.M. The invocation was given by Commissioner Fennel. Mr. Lewis Williams, Veterans Service Officer, led the Pledge of Allegiance. Approval of Minutes UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and unanimously carried, the minutes of November 21, 1994 were approved as written. Comments by Mr, Lewis Williams On behalf of the veterans of Cabarrus County, Mr. Williams expressed appreciation to Commissioners Carpenter and Payne for their service to the area veterans. He specifically thanked Commissioner Carpenter for her support of the local service men and women during the Desert Storm operation. Mr. Williams presented a commemorative stamp collection to both Commissioners Carpenter and Payne. Major Highlights of 1990-94 Mr. Witherspoon outlined the major activities and accomplishments of the Board during the four-year term served by Commissioners Carpenter and Payne. These items included, but were not limited to, the construction of a new ambulance station, implementation of the E911 call response system, establishment of the Water and Sewer Authority, reorganization of the Economic Development Corporation, adoption of a revised Zoning Ordinance and Animal Control Ordinance, purchase and renovation of a facility to house the Board of Elections, placement of a Quick Response Vehicle in Midland, approval of financing for $1 million in capital improvements for A. L. Brown High School, dedication of $800,000.00 for land purchase of site for the new westside elementary school, construction of and impoundment of water at the Coddle Creek Reservoir, award of construction bids for the Muddy Creek Wastewater Treatment Plant, and continued expansion of water and sewer lines in the county. Chairman Barnhart presented plaques to Commissioners Carpenter and Payne in appreciation for their service to the citizens of Cabarrus County during 1990- 94. Commissioners Carpenter and Payne expressed appreciation to Board members, staff, and the public for working with them during their term of office. Chairman Barnhart recessed the meeting at 4:50 P.M. for the Water and Sewer District meeting. Both meetings were in recess until 6:00 P.M. for a reception in the lobby of the Governmental Center. Administration of Oath of Office Mr. Witherspoon reconvened the meeting at 6:00 P.M. Mrs. Betty Alston, Chair of the Cabarrus County Board of Education, called to order the meeting of the Board of Education. Mr. Witherspoon commented on the Oath of Office ceremony and the responsibilities of holding local public office.
