264 <br /> <br /> The Board of Commissioners for the County of Cabarrus met ~n regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 5, 1994, at 4:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 4:30 P.M. <br /> <br />The invocation was given by Commissioner Fennel. <br /> <br />Mr. Lewis Williams, Veterans Service Officer, led the Pledge of Allegiance. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the minutes of November 21, 1994 were approved as written. <br /> <br />Comments by Mr, Lewis Williams <br /> <br /> On behalf of the veterans of Cabarrus County, Mr. Williams expressed <br />appreciation to Commissioners Carpenter and Payne for their service to the area <br />veterans. He specifically thanked Commissioner Carpenter for her support of the <br />local service men and women during the Desert Storm operation. Mr. Williams <br />presented a commemorative stamp collection to both Commissioners Carpenter and <br />Payne. <br /> <br />Major Highlights of 1990-94 <br /> <br /> Mr. Witherspoon outlined the major activities and accomplishments of the <br />Board during the four-year term served by Commissioners Carpenter and Payne. <br />These items included, but were not limited to, the construction of a new <br />ambulance station, implementation of the E911 call response system, establishment <br />of the Water and Sewer Authority, reorganization of the Economic Development <br />Corporation, adoption of a revised Zoning Ordinance and Animal Control Ordinance, <br />purchase and renovation of a facility to house the Board of Elections, placement <br />of a Quick Response Vehicle in Midland, approval of financing for $1 million in <br />capital improvements for A. L. Brown High School, dedication of $800,000.00 for <br />land purchase of site for the new westside elementary school, construction of and <br />impoundment of water at the Coddle Creek Reservoir, award of construction bids <br />for the Muddy Creek Wastewater Treatment Plant, and continued expansion of water <br />and sewer lines in the county. <br /> <br /> Chairman Barnhart presented plaques to Commissioners Carpenter and Payne <br />in appreciation for their service to the citizens of Cabarrus County during 1990- <br />94. <br /> <br /> Commissioners Carpenter and Payne expressed appreciation to Board members, <br />staff, and the public for working with them during their term of office. <br /> <br /> Chairman Barnhart recessed the meeting at 4:50 P.M. for the Water and Sewer <br />District meeting. Both meetings were in recess until 6:00 P.M. for a reception <br />in the lobby of the Governmental Center. <br /> <br />Administration of Oath of Office <br /> <br />Mr. Witherspoon reconvened the meeting at 6:00 P.M. <br /> <br /> Mrs. Betty Alston, Chair of the Cabarrus County Board of Education, called <br />to order the meeting of the Board of Education. <br /> <br /> Mr. Witherspoon commented on the Oath of Office ceremony and the <br />responsibilities of holding local public office. <br /> <br /> <br />
