Hamby, Jr. <br />District Court Judge <br /> <br />Organization of the Board of Commissioners <br /> <br /> Mr. Witherspoon presided over the organization of the Board. He called for <br />nominations for Chairman. <br /> <br />Commissioner Niblock nominated Commissioner Barnhart as Chairman. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, nominations were closed and Commissioner Barnhart was <br />elected Chairman by acclamation. <br /> <br />Mr. Witherspoon called for nominations for Vice-Chairman. <br /> <br />Chairman Barnhart nominated Commissioner Fennel as Vice-Chairman. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Chairman Barnhart and <br />unanimously carried, nominations were closed and Commissioner Fennel was elected <br />Vice-Chairman by acclamation. <br /> <br /> Mr. Witherspoon recognized Mrs. Alston. The Board of Education recessed <br />its meeting until 7:00 P.M. at the School Administrative Offices. <br /> <br />Mr. Witherspoon turned the meeting over to Chairman Barnhart. <br /> <br /> Chairman Barnhart recessed the meeting of the Board of Commissioners for <br />five minutes. <br /> <br />Chairman Barnhart reconvened the meeting of the Board at 6:30 P.M. <br /> <br />Additions to Agenda <br /> <br /> Chairman Barnhart asked that "Approval of the Agenda" be added to future <br />agendas. This item is to be placed immediately after the approval of minutes. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board added the following items to the agenda: (1) <br />Discussion of the proposed new westside school; (2) Appointment of the <br />Commissioner member to the Health Board and Social Services Board; (3) Discussion <br />of an in-county retreat for the Board; and (4) Approval of a budget amendment <br />projecting revenues from the Philip Morris tax payment. <br /> <br />Discussion of the Proposed Westside School <br /> <br /> Mrs. Grace Mynatt, member of the Cabarrus County Board of Education, <br />briefly discussed the report by Yates-Chreitzberg Architects outlining the <br />educational specifications for the proposed weststde elementary school. She <br />reported it was the School Board's recommendation for a school to serve 1,000 <br />students, core and classrooms, with a square footage total of approximately <br />103,514 square feet. With the Commissioners' stamp of approval, Ms. Mynatt <br />stated the School Board can formalize the contract with Yates-Chreitzberg <br />Architects and preparation of the actual schematic drawings can begin. In <br />response to questions regarding a ceiling on the cost of the project, Mrs. Mynatt <br />pointed out that the estimated total project cost ($10,871,695) shown in the <br />educational specifications report will be included in the contract with Yates- <br />Chreitzberg Architects. <br /> <br /> <br />
