Seamon, Chairman <br />of the Cabarrus County Community Based Alternatives. Task Force (CBA), for the <br />appointment of Ms. Betsy Karas and Ms. Kay Myers to fill the positions created <br />by the resignations of Mr. Daniel Enzor and Ms. Joan Creason. <br /> <br /> Commissioner Fennel nominated Ms. Betsy Karas for appointment to the CBA <br />Task Force to fill an unexpired term ending June 30, 1995 and Ms. Kay Myers to <br />fill an unexpired term ending June 30, 1996. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved that nominations be closed and the following <br />appointments made by acclamation to the Community Based Alternatives (CBA) Task <br />Force: Ms. Betsy Karas Term ending June 30, 1995; and Ms. Kay Myers - Term <br />ending June 30, 1996. <br /> <br />Appointments - Carolinas Partnership Board of Directors <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board reappointed Mr. Kenneth Propst to the Carolinas <br />Partnership Board of Directors for a term of one year. <br /> <br />Desimnation of Vottn~ Delezate to the N.C, Association of County Commissioners <br />Legislative Goals Conference <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Chairman Barnhart and <br />unanimously carried, the Board designated Commissioner Fennel as voting delegate <br />to the North Carolina Association of County Commissioners Legislative Goals <br />Conference to be held in Fayetteville on January 5-6, 1995. <br /> <br />Resolution Urging that Prayer Be Returned to the Public Schools <br /> <br /> Commissioner Fennel presented the proposed "Resolution Urging that Prayer <br />be Returned to the Public Schools" for adoption by the Board. There was <br />discussion relative to the appropriateness of the Board's consideration of this <br />issue. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart with <br />Commissioners Fennel, Olio-Mills, and Casper and Chairman Barnhart voting for, <br />and Commissioner Niblock voting against, the Board adopted the following <br />Resolution. <br /> <br /> RESOLUTION <br /> URGING THAT PRAYER BE RETURNED TO THE PUBLIC SCHOOLS <br /> <br /> WHEREAS, the first Amendment to the Constitution of the United <br />States provides that "Congress shall make no law respecting an <br />establishment of religion, or prohibiting the free exercise <br />thereof..."; and <br /> WHEREAS, our nation was founded on the freedom OF RELIGION and <br />was not founded on the freedom FROM RELIGION; and <br /> WHEREAS, through time, court decisions and certain interest <br />groups have contributed to the deterioration of those religious <br />beliefs and ideals to the extent' that prayer has been banned from <br />the public school system; and <br /> <br /> <br />
