Further testing of Option B had
found additional contaminants; therefore, Option B is no longer an option at this
time. According to Mr. Wiseman, it will be several years before the site can be
reassessed. Both Option A and a modified Option C have an estimated 30-year
life, with estimated total development costs of $20,645,803.00 and
$19,060,504.00, respectively. Option C will require additional drilling costs
and be more difficult to design than Option A; however, earth moving costs will
be less for Option C. He presented a proposed Contract Amendment No. 8 for a
site study of the modified Option C site.

There was lengthy discussion by the Board regarding the landfill expansion,
its impact on area residents, and the need for alternatives to landfilling.
During the discussion, a smaller area of Option C was identified for testing.
As drawn on a map by Mr. Wiseman, this area would begin in the upper left portion
of Option C and move downward to create an 20-year area.

UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills
with Commissioners Fennel, Olio-Mills, and Niblock and Chairman Barnhart voting
for and Commissioner Casper voting against, the Board authorized the beginning
of the permitting process on a smaller area of Option C starting in the upper
left hand portion of Option C and connecting into the landfill as drawn on the
map by Mr. Joe Wiseman.

The proposed Amendment No. 8 will be revised to define the delineated area
and to adjust the cost figures for the site study. The revised amendment will
be presented to the Board for approval at the next Board meeting..

Budget Amendment - Construction of Offices for Probation and Parole Officers in

Courthouse Basement

UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and
unanimously carried, the Board adopted the following budget amendment.
