284 <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board reappointed the Cabarrus County Department of <br />Aging to serve as the Lead Agency for all Home and Community Care Block Grant <br />funding in Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board established the term of appointment of January 1, <br />1995 to June 30, 1996 for members of the Home and Community Care Block Grant <br />Committee. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board appointed the following individuals to the Home <br />and Community Care Block Grant Committee. <br /> <br />Naive <br />Michael L. Ail appointments were <br />for terms of three years ending December 31, 1997. <br /> <br />Commissioner Casper stated for the record: <br /> <br />I would like to say this is in total violation of the principle of <br />the establishment of that board. It leaves the largest single <br />segment of the community, the heaviest population of the senior <br />citizens with slight representation. I do want, I would like that <br />to be read into the record, that I do oppose that. There are <br />approaching 8,000 senior citizens living in Kannapolis, and if you <br />parcel it out for equal representation there, you just <br />disenfranchised some people. <br /> <br />Budget Amendment - Public Health (Immunization Action Plan Grant Funds) <br /> <br /> Dr. William F. Pilkington, Health Director, and Ms. Cappie Stanley, <br />Personal and Family Health Division Director, discussed efforts to improve the <br />immunization levels among children in Cabarrus County. The County has received <br />a $40,000.00 grant for calendar year 1995 along with an additional $10,490.00 in <br />state monies for this fiscal year. These monies will be used to fund a .50 FTE <br />temporary secretarial position through June 30, 1995 and two .25 FTE temporary <br />public health nursing positions through December 31, 1995. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the following budget amendment accepting <br />the grant monies with the County to make every effort to reach the immunization <br />level of 100 percent in Cabarrus County. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $30,490.00 <br /> <br /> <br />
