In conclusion, she <br />stated that she would rather have trucks next to her home than a residential <br />neighborhood of strange people she does not know. <br /> <br /> Ms. Janice Gray, resident and property owner at 13148 Cabarrus Station Road <br />since 1990, opposed the rezoning. Her property is located equal distance from <br />the current Conner business and the proposed site. She expressed concern about <br />spot zoning and questioned where the industrial zones would stop. Ms. Gray <br />stated in her opinion that others in the area should be able to rezone if they <br />wish to do so if the Conner rezoning is approved. <br /> <br /> Dr. Randall reiterated that the Board's decision is a land use decision -- <br />the most appropriate use of the land. She asked the Board to disregard comments <br />about how long a person has lived places or what kind of personal life they have. <br />According to Dr. Randall, the decision by the Board is to be based on evidence <br />concerning land use. <br /> <br /> Ms. Carolyn Pope, resident of 13400 Cabarrus Station Road for 38 years, <br />stated in her opinion that if the Board is going to rezone the property, the <br />Conner business should be allowed to remain in its present location. <br /> <br /> Mr. George Pope, resident of 13378 Cabarrus Station Road, stated he had <br />nothing personal against the Conner's. However, he objected to the rezoning, <br />stating the location of a dispatch office and large trucks at the site would <br />affect both his property and that of his neighbors. According to Mr. Pope, there <br />are 20 or more houses within one-half mile of the site. He expressed concerns <br />of decreased property values, noise, truck fumes, and traffic safety on the <br />narrow road and sharp curve. <br /> <br /> Ms. Sylvia Callahan, resident of 13590 Bethel Avenue Extension, stated that <br />because neighbors have not complained in the past does not mean they like the <br />operation of Love Diesel Service, L & J Boring, and the Sammy Flowe dump truck <br />service in the area. She complained of noise and of the diesel fuel which must <br />be washed from apples grown on trees on her property. Ms. Callahan also <br />expressed concern about the truck traffic and the safety of persons traveling <br />Bethel Avenue Extension. <br /> <br /> Mr. Dan Buchanan, resident of 13321 Cabarrus Station Road which is adjacent <br />to the proposed site, expressed concern about decreased property values and the <br />inability to sell his property if the trucking company locates on the proposed <br />site. <br /> <br /> There was no one else who wished to address the Board, and Chairman <br />Barnhart closed the public hearing at 8:50 P.M. <br /> <br /> Commissioner Olio-Mills made motion, seconded by Commissioner Fennel, to <br />defer the vote until the second meeting in January. This will allow additional <br />time to study the rezoning request and review the information and testimony <br />presented during the public hearing. <br /> <br /> Commissioner Niblock offered a substitute motion to approve the petition <br />with the following stipulations: That the use be restricted to the life of Mr. <br />Conner; that he put a five-foot berm around the property on the land that is <br />adjacent to Bethel Avenue Extension and Cabarrus Station Road; that he only use <br />the transportation route of Bethel Avenue Extension; that the entrance on <br />Cabarrus Station Road be closed; and that there be a limit on the size of the <br />signs. This would be subject to Mr. Conner's agreeing to the stipulations in <br />writing. After discussion, Commissioner Niblock withdrew his motion. <br /> <br /> Mr. Newton reviewed the special use rezoning, the placement of reasonable <br />conditions on the property, and the issue of contract zoning. <br /> <br /> UPON MOTION of Commissioner Olio-Mills, seconded by Commissioner Fennel and <br />unanimously carried, the Board deferred the vote on Petition 94-07 until the <br />second meeting in January. <br /> <br />Home and Community Care Block Grant (HCCBG) <br /> A.
