291

Mr. F. A. "Jack" Rankin questioned the lack of progress in completing the
work at the Coddle Creek Reservoir and the relocation of the Plantation Pipeline.

Ms. Doris King expressed concern about the possibility of the County
landfill becoming a regional landfill and the amount of money spent on testing
for landfill expansion.

Ms. Jo Coble stated disappointment about the Board's selection of the
modified Option C site. She stated that a portion of Option B could be permitted
to create a smaller landfill for use until alternatives for landfilling are
available. Ms. Coble also expressed concern that the County will proceed with
Option C at this time as well as fill Option B at a later date, thus creating a
50-year landfill.

Ms. Carolyn Cline addressed the Board regarding the selection of the
modified Option C site. She expressed concern about the cost of the landfill
expansion, the possibility of a regional landfill, and the compliance with the
Open Meetings Law by the Solid Waste Subcommittee of the Health Board.

There was no one else present who wished to address the Board, and Chairman
Barnhart closed the Informal Public Comments portion of the meeting.

Closed Session

UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and
unanimously carried, the Board moved to go into closed session to discuss pending
litigation and consult with counsel in accordance with NCGS 143-318.11(a)3.

UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
unanimously carried, the closed session was terminated.

No action was reported from the closed session.

Adjournment

There being no further business to come before the Board, the meeting was
adjourned at 11:15 P. M.

Clerk to the Board
