277 <br /> <br />Account No, <br /> <br />Present Approved Revised <br />Budget Increase Decrease Budget <br /> <br />01-6-17-10-804 $53,666.00 <br />Insurance Refunds <br />01-9-81-10-356 19,850.00 <br />Special Program Supplies <br />01-9-81-30-520 1,000.00 <br />Auto & Trust Maintenance <br /> <br />Proclamation - Martin Luther King, Jr, Day <br /> <br />$1,000.00 $54,666.00 <br />700.00 20,550.00 <br />300.00 1,300.00 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br /> Dr. Martin Luther King, Jr. was born on January 15, 1929 <br /> in Atlanta, Georgia; and <br /> Dr. King was an ordained minister and a main leader of <br /> the civil rights movement in the United States during <br /> the 1950's and 1960's; and <br /> Dr. King was awarded the 1964 Nobel Peace Prize for <br /> leading nonviolent civil rights demonstrations; and <br /> Dr. King, along with several other black ministers, <br /> founded the Southern Christian Leadership Conference in <br /> 1957 to expand the nonviolent movement against racism <br /> and discrimination; and <br /> January 15, 1995, marks the ninth observance of the <br /> birthday of Dr. King as a national holiday; and <br /> NOW, THEREFORE, I, Jeffrey L. Barnhart, Chairman of the <br />Cabarrus County Board of Commissioners, do hereby proclaim January <br />15, 1995 as Martin Luther King, Jr. Day in Cabarrus County and urge <br />all citizens to join in the activities planned in celebration of <br />this event. <br /> This the 19th day of December, 1994. <br /> /s/ Jeffrey L. Barnhart, Chairman <br /> Cabarrus County Board of Commissioners <br /> <br />Ratification of Sale of 7.92 Acres (Health Department Drive) to the City of <br />Concord and Authorization to Advertise Ten-Day Notice for Sale of Property <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board authorized and ratified the sale of 7.92 acres on <br />Health Department Drive, Parcel # 5620129356, to the City of Concord (Housing <br />Department) and authorized the advertisement of the ten-day notice for sale of <br />the property. <br /> <br />Extension of Cable Television Franchise and Terms of Appointment for Two Cable <br />Commission Members Until April 30, 1995 <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board extended the current cable television franchise <br />with Vision Cable Communications until April 30, 1995 and extended the terms of <br />appointment for Mr. Thomas Dwiggins and Commissioner Olio-Mills as members of the <br />Cable Franchise Commission until April 30, 1995. <br /> <br />Adoption of Section 3 Plan of the Housing and Urban Development Act of 1968 for <br />the Community Development Block Grant Program <br /> <br /> UPON MOTION of Chairm~n Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Section 3 Plan. <br /> <br />SECTION 3 PLAN FOR EMPLOYMENT OPPORTUNITIES <br />FOR BUSINESSES AND LOWER INCOME PERSONS <br />CABARRUS COUNTY <br />1994 CDBG PROGRAM <br /> <br /> To insure that to the greatest extent possible contracts for <br />work are awarded to business concerns located or owned in <br /> <br /> <br />
