<br />substantial part by person residing in the Section 3 covered area,
<br />as required by Section 3 of the Housing and Urban Development Act of
<br />1968, the County of Cabarrus has developed and hereby adopts the
<br />following Plan.
<br /> 1. This Section 3 Plan shall apply to services and needed in
<br />connection with the grant including, but not limited to businesses
<br />in the fields of planning, consulting, design, building
<br />construction/renovation, maintenance and repair, etc.
<br /> 2. This Section 3 covered project area for the purpose of
<br />this grant program shall include Cabarrus County, and portions of
<br />immediately adjacent counties.
<br /> 3. When in need of a service, the County will identify
<br />suppliers, contractors or subcontractors located in the Section 3
<br />area. Resources for this identification shall include the Minority
<br />Business Directory published through the State Department of
<br />Commerce, local directories and the Small Business Administration
<br />local offices. Word of mouth recommendation shall also be used as
<br />a source.
<br /> 4. The County will include this Section 3 clause in all
<br />contracts executed under this CDBG Program. Where deemed necessary,
<br />listings from any agency noted in No. 3 above shall be included as
<br />well as sources of subcontracts and suppliers.
<br /> 5. The prime contractor selected for major public facility or
<br />public construction work will be required to submit a Section 3 Plan
<br />which will outline his/her work needs in connection with the
<br />project. Should a need exist to hire any additional personnel, the
<br />Cabarrus County Employment Security Commission shall be notified and
<br />referred to the contractor.
<br /> 6. Each contractor for housing rehabilitation under the
<br />program, as applicable, for jobs having contracts in excess of
<br />$10,000 shall be required to submit a Section 3 Plan. This Plan
<br />will be maintained on file in the grant office and shall be updated
<br />from time to time or as the grant staff may deem necessary.
<br /> This plan adopted this 19th day of December, 1994.

<br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
<br />unanimously carried, the Board by resolution changed the regular meeting
<br />scheduled for 6:30 P.M. on Monday, January 16, 1995, to 6:30 P.M. on Tuesday,
<br />January 17, 1995, due to the holiday observance of Martin Luther King, Jr., Day.

<br />Approval of Contract with Midland Volunteer Fire Department for Station 8
<br />
<br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and
<br />unanimously carried, the Board approved the Lease Agreement between Midland
<br />Volunteer Fire Department, Inc. and Cabarrus County at a cost of $560.00 per
<br />month for the use of the following by Cabarrus County as an ambulance and
<br />emergency vehicle substation:

<br />One bedroom, one "dayroom," and one truck bay, together with access
<br />to and use of the men's and women's restrooms, the recreation and
<br />physical education room and the biological hazard cleanup room
<br />located upon real property and a structure described in Deed Books
<br />455, page 54 and 560, page 670 of the Cabarrus County Registry (T-
<br />10, M-17, P. 24.10 and 24.12) in a building commonly known as the
<br />Midland Volunteer Fire Department (new addition) all as generally
<br />described in a diagram attached hereto marked Exhibit A and
<br />incorporated herein by reference.
<br />
<br />The term of the lease runs from October 1, 1994 through June 30, 1995 with the
<br />tenancy to continue on a year to year basis unless notice of termination is given
<br />by March 31 prior to the next succeeding July 1. The Lease Agreement, including
<br />Exhibit A, as approved by the Board is on file in the Office of the County
<br />Manager and hereby included by reference as a part of the minutes.
