279 <br /> <br />NEW BUSINESS <br /> <br />Presentation of Utilities Audit Mr, Blair Bennett <br /> <br /> Mr. Blair Bennett, Finance Director, presented the results for the <br />telephone audit conducted by Utilities Reduction Specialists (URS). <br />Recommendations for savings included such items as the cancellation of wire <br />maintenance on 45 lines, removal of three trunk lines, and the purchase of 10 <br />rented phone sets. The estimated annual savings totaled $4,724.53 with a one time <br />credit of $1,705.36 for a refund in Federal Excise taxes. The payments to URS <br />pursuant to the terms of the contract include a one time payment of $852.68 and <br />24 monthly payments of $196.86. <br /> <br />Presentation of the Comprehensive Annual Financial Report for Fiscal Year Ended <br />June 30, 1994 - Mr, Blair Bennett <br /> <br /> Mr. Bennett presented an overview of the Cabarrus County Audit for the <br />Fiscal Year Ended June 30, 1994. <br /> <br />Proposed Adoption of Regulations for the Disposal of Personal Property Valued <br />Less than $500 - Mr, Blair Bennett <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock with <br />Commissioners Fennel, Niblock, Olio-Mills and Casper voting for and Chairman <br />Barnhart voting against, the Board adopted the following regulations as presented <br />by Mr. Blair Bennett and pursuant to North Carolina General Statute 160A-266(c). <br /> <br />Regulations Adopted for Disposal of County Property <br /> Valued Less than $500 <br /> <br />o <br /> <br />Authorize County Manager to declare as surplus. <br />Authorize Purchasing Agent to determine fair market value or <br />exchange values. <br />Authorize Purchasing Agent to dispose efficiently and economically. <br />Authorize Purchasing Agent to convey title. <br />Require Purchasing Agent to submit required written semi- <br />annual reports of sale or exchanged items. <br /> <br />Authorization to Dispose of County-Owned Property (La Forest Drive and Highway <br />73 West) and Approval of Method of Sale <br /> <br /> Mr. Hartsell discussed the disposal of County-owned property at La Forest <br />Lane and Highway 73 West. The property was acquired because of the impact of the <br />relocation of Highway 73 West and the construction of the Coddle Creek Reservoir. <br />Also, the prior owner will have the right of first refusal of the property. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Niblock and <br />unanimously carried, the Board declared the house and lot located at La Forest <br />Lane and Highway 73 West (PIN No. 4691-28-7203, Deed Book, Page 780-014) surplus <br />to Cabarrus County and authorized the sale of the property by advertisement for <br />sealed bids. <br /> <br />Zoning Atlas Amendment - Public Hearing 7:00 P.M. <br /> <br />Petition 94-07. Max Lee Conner, Petitioner, located on the <br />southwest corner of Cabarrus Station Road and Bethel Avenue <br />Extension, Map/PIN 5534.04-83-6155, 82-5699, wishes to rezone from <br />Low Density Residential to Limited Industrial Special Use. <br /> The Planning and Zoning Commission voted 8-0 to deny this <br />petition. Under the provisions of the Zoning Ordinance, the <br />Planning and Zoning Commission decision can be appealed. This is <br />what has happened in this case. The case is now to be heard as a <br />new application.
