203 <br /> <br />Chief Cansler warned that the shelter could become a facility whereby supply <br />creates demand with persons coming to the shelter from the counties of <br />Mecklenburg, Gaston and Rowan. Stating that homelessness is a problem shared by <br />all of Cabarrus County, Chief Cansler stated in his opinion a more centralized <br />location rather than downtown Concord should be considered as a shelter site. <br />He offered his services to the Task Force as it proceeds with its work. <br /> <br /> At the suggestion of Commissioner Casper, the Board by consensus agreed to <br />issue an invitation to all municipalities to send a delegate to serve on the Task <br />Force on Homelessness. <br /> <br />Budget Amendment/Contract Amendment - Public Health <br /> <br /> Ms. Valerie Whitlock, Public Health Nursing Director, requested to use <br />Maternity Care Coordination Grant Funds to hire a social worker to coordinate <br />maternal health services for 100 of the 326 women who have been identified as not <br />receiving these services. She stated that the grant would serve as seed money <br />and Medicaid reimbursements would fund the position after July 1, 1993. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the Contract amendment to the <br />Consolidated Contract between the State and the Health Department for Maternity <br />Care Coordination activities for the period February 1, 1993 to June 30, 1993. <br />The Board further approved the following budget amendment with the stipulation <br />that the position will be brought back to the Board or handled through the budget <br />process if the position is not self-supporting at the time grant money runs out. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF PUBLIC HEALTH <br />AMOUNT: $15,000.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: Receipt of Maternity Care Coordination Grant Funds. <br /> Request to use funds to hire a social worker to coordinate maternal health <br /> services. Social worker will provide home visits and counseling services <br /> which are reimbursable through Medicaid.
