Account No. <br /> <br />211 <br /> <br />Present Approved Revised <br />Budget Increase Decrease Budget <br /> <br />01-9-19-30-355 $ 43,000.00 <br />Other Operational Costs <br />01-06-17-60-110 4,039,416.47 <br /> Fund Balance Appropriated <br /> <br />$35,000.00 $ 78,000.00 <br />35,000.00 4,074,416.47 <br /> <br />NEW BUSINESS <br /> <br />Appointment of Lead Agency for Home Care Community Block Grant <br /> <br /> Ms. Eleanor Koski, Director of Aging, reported that the Department of Aging <br />Advisory Board and the Aging Plan Task Force had recommended that the Area Agency <br />on Aging remain the lead agency for the Home Care Community Block Grant for <br />Fiscal Year 1993-94. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board appointed the Area Agency on Agency as the lead <br />agency for the Home Care Community Block Grant for Fiscal Year 1993-94. <br /> <br />Resolution - Establishment of Statewide Land and Water Conservation Fund <br /> <br /> Mr. Steve Little, Recreation Director, reviewed a proposed resolution in <br />support of legislation that would make a portion of the revenue collected for the <br />proposed park fund for North Carolina available to local governments. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart and <br />unanimously carried, the Board adopted the following Resolution and authorized <br />the Chairman to sign the Resolution on behalf of Cabarrus County. <br /> <br />RESOLUTION REQUESTING MODIFICATION OF PROPOSED <br />LEGISLATION AFFECTING THE RECREATION AND <br />NATURAL HERITAGE TRUST FUND <br /> <br /> WHEREAS, the 1991 session of the General Assembly enacted a bill that <br />increased the excise tax on land transfers by one dollar per thousand; and <br /> <br /> WHEREAS, eighty-five percent of the revenues from this increase on excise <br />tax went into the general fund of the State; and <br /> <br /> WHEREAS, the Legislative Study Commission on Parks and Recreation has <br />drafted legislation that would dedicate the eighty-five percent of the revenue <br />that is currently going to the General Fund to a proposed Park Fund of North <br />Carolina to be used for land acquisition; and <br /> <br /> WHEREAS, local governments in North Carolina need almost one billion <br />dollars to meet national standards in providing land and facilities for leisure <br />opportunities for citizens and visitors; and <br /> <br /> WHEREAS, funding from the Federal Land and Water Conservation Fund, which <br />was a major source of support for State and Land Parks Systems for the last <br />twenty-seven years, has decreased considerably since 1979; and <br /> <br /> WHEREAS, the North Carolina Recreation Parks Society has requested support <br />for modification of the proposal developed by the Legislative Study Commission <br />on Parks and Recreation to divide the entire 1991 tax increase of one dollar per <br />thousand such that fifteen percent of the funding would be used for acquisition <br />of land with significant natural heritage value, forty-five percent~ of the <br />funding would be used for local park acquisition and development of park lands, <br />and forty percent of the funding would go to state parks; and <br /> <br /> WHEREAS, the Cabarrus County Parks and Recreation Department has endorsed <br />this formula and has requested the Cabarrus County Board of Commissioners to also <br />support this proposal. <br /> <br /> NOW, THEREFORE, THE CABARRUS COUNTY BOARD OF COMMISSIONERS DOES HEREBY <br />RESOLVE: <br /> <br /> <br />
