The members of the General Assembly representing the people of Cabarrus <br />County are called on to support the modification of the proposal which has been <br />drafted by the Legislative Study Commission on Parks and Recreation to provide <br />for a more equitable distribution of the funds from the 1991 tax increase with <br />the funding being divided as indicated above. <br /> <br /> 2. Carpenter, Chair <br /> <br />Request for Jail Health Nurse <br /> <br /> Dr. William F. Pilkington, Health Director, reported that the Bradshaw <br />Medical Group had canceled its contract to provide nursing services at the County <br />jail effective February 28, 1993. He requested that the Board approve a new <br />position for a jail health nurse who would work 40 hours per week at an annual <br />salary plus benefits of approximately $36,000.00. <br /> <br /> Sheriff Robert Canaday described the various types of medical services <br />provided to the inmates. He stated the advantages for providing these services <br />inside the jail included the saving of employee time, reduction in the cost to <br />the County, and the elimination of the escape risk which occurs whenever a <br />prisoner is taken outside the jail. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the jail health nurse position as <br />recommended with the directive that all medical services provided by the jail <br />health nurse and any other medical personnel to jail inmates be tracked for a <br />period of three months and a report be made to the Board at the end of that time. <br /> <br />Additions to the Agenda <br /> <br /> The Board by consensus agreed to add the following items to the agenda: (1) <br />Lease Agreement and Budget Amendment for additional space for the Home Health <br />Agency Mr. Witherspoon; (2) Update on Legislative Goals Commissioner <br />Barnhart; (3) Discussion of hiring freeze Chairman Carpenter; and (4) <br />Discussion of land acquisition during the Executive Session - Mr. Hartsell. <br /> <br />Zoning Atlas Amendment - Public Hearing 7:00 P.M. <br /> <br />Petition 93-01. James L. Propst & Propst Brothers Distributors, Inc. <br />Map/PIN's 5600-23-8964, 31-7644, 42-3926, and 5509-56-8483, 542.63 acres, <br />located off U.S. 29 and Weddington Road on both sides of Concord Farms <br />Road. Wish to rezone from ARR and A-I to R-15 Special Use (SU), C-1 SU <br />and I-1 SU. <br /> <br />The Planning and Zoning Commission voted 9-0 to deny this rezoning <br />request. <br /> <br />Director's Note <br />Since the time of the Planning and Zoning Commission meeting of January <br />21, 1993, the applicant has made several modifications to the concept <br />development plan. This has been in direct response to the concerns raised <br />at the January 21, 1993 meeting. The application has, therefore, been <br />amended to completely eliminate the C-1/SU(the neighborhood commercial <br />concept along Weddington Road) and to reduce the Industrial One Special <br />Use land area by 36 acres. This entire Weddington Road corridor is now <br />planned residential. Additionally, issues of buffering and the creation <br />of a greenway along Coddle Creek have been addressed. <br /> <br /> <br />
