213 <br /> <br /> Dr. Nancy Randall, Chairperson of the Planning and Zoning Commission, <br />presented the proposed Zoning Atlas Amendment. She also pointed out that <br />significant changes had been made to the development plan since the Planning and <br />Zoning Commission meeting. <br /> <br /> Mr. Jonathan Marshall, Planner, presented the Staff Analysis and reviewed <br />the developmental plan for the project. He further discussed the goals of the <br />Western Area Plan and the conditions required to make the general development <br />plan compatible with the Western Area Plan. <br /> <br /> Chairman Carpenter opened the public hearing for Petition 93-01 and asked <br />if anyone were present who wished to speak either for or against the proposed <br />rezoning. The following persons indicated they wished to speak during the public <br />hearing and were affirmed by the Clerk to the Board: David Seitz, Bob Smith, <br />Richard Olsen, Paul Friday, Steve Sabol, Dianne Scott, Joe Shambo, Bob Bradshaw, <br />Meg Neelon, Riley Scott, and Buck Wicklund, and David Harton. <br /> <br /> Mr. Bob Bradshaw, representing the petitioner, and Ms. Meg Neelon of Land <br />Design, outlined the project proposed by the Propst family. Ms. Neelon reviewed <br />drawings of the proposed development and pointed out the changes which had been <br />made since the Planning and Zoning Commission meeting. Mr. Bradshaw presented <br />a letter from Frank and William Niblock, developers of adjoining property to the <br />west of the project, indicating their support of the petition. <br /> <br /> Mr. David Seitz of Carriage Downs Subdivision opposed the rezoning <br />petition, stating that the petitioner had not addressed transportation concerns <br />of area residents. He stated in his opinion there was no need for commercial <br />development in the area and urged the Board to maintain the Western Area Plan. <br /> <br /> Mr. Bob Smith, resident of the Freedom Acres Subdivision and a member of <br />the Planning and Zoning Commission, stated the petition should go back to the <br />Commission for review due to the major changes which had occurred. Speaking as <br />a resident of the area, he stated in his opinion the Western Area Plan should be <br />maintained. <br /> <br /> Mr. Richard Olsen of 904 Coachhouse Lane objected to the rezoning and also <br />cited traffic concerns in the area. He further stated in his opinion the <br />development building review committee should include area property owners. <br /> <br /> Mr. Paul Friday of Chadmore Lane asked that the petition be remanded back <br />to the Planning and Zoning Commission, He stated in his opinion that development <br />in the area should remain consistent with the Western Area Plan. <br /> <br /> Mr. Steve Sabol objected to the rezoning and stated he agreed with the <br />previous statements which had been made in opposition to the petition. <br /> <br /> Ms. Dianne Scott of Chalmers Court described problems which had occurred <br />in her former community in California as a result of industrial development. She <br />expressed concern that such problems, which included noise, truck traffic and <br />creation of congregation places for young people, would occur if the proposed <br />project is developed. <br /> <br /> Mr. Joe Shambo, Southern Land Equities developer, stated in his opinion the <br />recent changes made by the petitioner maintained the residential integrity of <br />Weddington Road. Therefore, he stated he had no objections with the proposed <br />development as currently proposed. He did state the proposed Western By-Pass is <br />critical for the area. <br /> <br /> Mr. Riley Scott of Chalmers Court objected to the petition, stating it <br />should go back to the Planning and Zoning Commission. He asked those present who <br />opposed the rezoning to stand in oppositioh to the petition. A majority of the <br />audience stood at that time. <br /> <br /> Mr. Buck Wicklund of Braeburn Lane complained that there were no visual <br />barriers in the area that would separate the industrial area from the residential <br />area. <br /> <br /> Mr. David Harton of Rathlin Lane expressed concern regarding the <br />environmental impact to the area along Coddle Creek. <br /> <br /> <br />
