227 <br /> <br /> Commissioner Barnhart briefly described a proposed Blue Ribbon Task Force <br />to look at the way the County conducts business. The Board will consider this <br />proposal at a later meeting. <br /> <br />Board of Health Recommendation Relative to Landfill Operation - Dr. Fred <br />Pilkington <br /> <br /> Dr. William F. Pilkington, Health Director, and Dr. C. H. Smith, Jr., <br />Health Board Chairman, reviewed the issue of whether or not Cabarrus County <br />should continue to operate a sanitary landfill. Browning Ferris Industries (BFI) <br />has proposed to accept all of Cabarrus County's waste for a time period beginning <br />January 1, 1992, and ending December 31, 2002. The proposal includes the <br />provision that the county retain all tipping fees from residential Cabarrus <br />customers and 20 percent of the tipping fees derived from commercial Cabarrus <br />customers. If there is capacity in the existing BFI landfill beyond December 31, <br />2003, the County would be allowed to continue its use of the BFI landfill until <br />all air space is used up. During discussion, Dr. Pilkington pointed out October <br />9, 1993 as the date for the implementation of guidelines for Subtitle D of the <br />Resource Conservation and Recovery Act (RCRA) and January 1, 1998 as the last <br />date the County can operate at its current landfill site unless there is a lined <br />expansion. Dr. Pilkington and Dr. Smith reported that the Board of Health had <br />voted to recommend that the County reject the BFI offer and remain in the <br />landfill business. <br /> <br /> There was lengthy discussion relative to the proposal by BFI and the <br />continued operation of the County's landfill. During this discussion, Mr. <br />Witherspoon pointed out it would be the County's responsibility to make plans for <br />disposal procedures in the future whether or not it chose to accept the BFI offer <br />or decided to stay in the landfill business. <br /> <br />The Board deferred a decision regarding the landfill issue until March 15. <br /> <br />INFORMAL PUBLIC COMMENTS <br /> <br /> Chairman Carpenter opened the floor for informal public comments at 12:30 <br />P.M. <br /> <br /> Ms. Andrea Palo, resident of the Freedom Acres Subdivision, objected to the <br />major/minor configuration for the youth baseball league for 1993-94 as approved <br />by the Cabarrus County Parks and Recreation Commission. She complained that the <br />public had not been adequately informed about the program and stated in her <br />opinion such a configuration would.deeply affect the children. Ms. Palo asked <br />that the Board of Commissioners reconsider the decision of the Parks and <br />Recreation Commission and deny the major/minor configuration with a parent <br />committee to be established to study the issue. <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Payne with <br />Chairman Carpenter and Commissioners Payne and Casper voting for and Commissioner <br />Barnhart voting against, the Board moved to put the Parks and Recreation youth <br />baseball league program back to the way it was in 1992 and requested that a <br />parent committee be formed to do an extensive study on the proposed major/minor <br />configuration for the youth baseball league. <br /> <br />Items for the March 15th Agenda <br /> <br /> Commissioner Barnhart asked that the following two items be included on the <br />agenda for the March 15th meeting: Reconsideration of the Board's regular <br />meeting schedule and an update on the Muddy Creek Wastewater Treatment Project. <br />In regards to the meeting schedule, Commissioner Barnhart noted that Commissioner <br />Fennel was not present for the meeting on this date due to work commitments. <br /> <br />REPORTS <br /> <br /> The Board received the memorandum dated February 22, 1993 from Mr. Blair <br />Bennett, Finance Director, stating that the following amounts were written off <br />as receivables on December 31, 1992. Only those receivables deemed uncollectible <br />after several attempts to collect are included in the figures. <br /> <br /> <br />
