226 County Legislative Goals Program The proposed County Legislative Goals Program was included in the agenda package for consideration by the Board. This program included Local Bills, Statewide Legislation, North Carolina Association of County Commissioners Legislative Goals, and Proposed Legislation of Concern. UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with Commissioners Barnhart, Casper and Payne and Chairman Carpenter voting for, the Board approved the following items to be included in the Local Bills section of the County's Legislative Goals Program: (1) Repeal the 1941 law regulating public address systems; and (2) Modify prohibition of centerfire rifles for deer hunting to permit same only from a stationary stand 12 feet about ground level. The remaining legislative goals will be considered at a later date. Employ the Older Worker Week Proclamation UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the Board agreed to add an "Employ the Older Worker Week" Proclamation to the agenda. UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the Board adopted the following Proclamation. PROCLAMATION WHEREAS, WHEREAS, WHEREAS, WHEREAS, a disproportionate number of the more than 2 million North Carolinians age 40 and older are unemployed; and these middle-aged and older workers bring extensive experience and high job qualifications to the work force of the state and are steady, reliable workers; and the federal government and the State of North Carolina identify employment of middle-aged and older workers as a priority in attaining maximum productivity of the labor force; and in pursuing this goal, March 7-13, 1993 has been designated as EMPLOY THE OLDER WORKER WEEK. NOW, THEREFORE, I, Carolyn B. Carpenter, Chairman of the Cabarrus County Board of Commissioners, do hereby proclaim March 7-13, 1993 as: EMPLOY THE OLDER WORKER WEEK IN CABARRUS COUNTY FURTHERMORE, I urge all employers in Cabarrus County to carefully consider the qualifications of persons aged 40 and older when they seek new employees, and I ask public officials with job placement responsibility to intensify their efforts throughout the year to help older workers find suitable jobs. Carpenter, Chairman Cabarrus County Board of Commissioners Executive Session - Personnel UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with Chairman Carpenter and Commissioners Casper, Payne and Barnhart voting for, the Board deferred the executive session to discussa personnel matter until the next meeting on March 15, 1993. Upcoming Budget Matters The Board by consensus agreed to postpone any consideration of a freeze on hiring or on wages until budget considerations for Fiscal Year 1993-94.
