226 <br /> <br />County Legislative Goals Program <br /> <br /> The proposed County Legislative Goals Program was included in the agenda <br />package for consideration by the Board. This program included Local Bills, <br />Statewide Legislation, North Carolina Association of County Commissioners <br />Legislative Goals, and Proposed Legislation of Concern. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with <br />Commissioners Barnhart, Casper and Payne and Chairman Carpenter voting for, the <br />Board approved the following items to be included in the Local Bills section of <br />the County's Legislative Goals Program: (1) Repeal the 1941 law regulating <br />public address systems; and (2) Modify prohibition of centerfire rifles for deer <br />hunting to permit same only from a stationary stand 12 feet about ground level. <br /> <br />The remaining legislative goals will be considered at a later date. <br /> <br />Employ the Older Worker Week Proclamation <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board agreed to add an "Employ the Older Worker Week" Proclamation to the agenda. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Carpenter with <br />Commissioners Casper, Barnhart and Payne and Chairman Carpenter voting for, the <br />Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />a disproportionate number of the more than 2 million North Carolinians <br />age 40 and older are unemployed; and <br />these middle-aged and older workers bring extensive experience and high <br />job qualifications to the work force of the state and are steady, <br />reliable workers; and <br />the federal government and the State of North Carolina identify <br />employment of middle-aged and older workers as a priority in attaining <br />maximum productivity of the labor force; and <br />in pursuing this goal, March 7-13, 1993 has been designated as EMPLOY <br />THE OLDER WORKER WEEK. <br /> <br /> NOW, THEREFORE, I, Carolyn B. Carpenter, Chairman of the Cabarrus County <br />Board of Commissioners, do hereby proclaim March 7-13, 1993 as: <br /> <br />EMPLOY THE OLDER WORKER WEEK <br />IN CABARRUS COUNTY <br /> <br /> FURTHERMORE, I urge all employers in Cabarrus County to carefully consider <br />the qualifications of persons aged 40 and older when they seek new employees, and <br />I ask public officials with job placement responsibility to intensify their <br />efforts throughout the year to help older workers find suitable jobs. <br /> WITNESS my hand and corporate seal of the County of Cabarrus, North <br />Carolina, this the 3rd day of March, 1993. <br /> <br /> /s/ Carolyn B. Carpenter, Chairman <br />Cabarrus County Board of Commissioners <br /> <br />Executive Session - Personnel <br /> <br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Casper with <br />Chairman Carpenter and Commissioners Casper, Payne and Barnhart voting for, the <br />Board deferred the executive session to discussa personnel matter until the next <br />meeting on March 15, 1993. <br /> <br />Upcoming Budget Matters <br /> <br /> The Board by consensus agreed to postpone any consideration of a freeze on <br />hiring or on wages until budget considerations for Fiscal Year 1993-94. <br /> <br /> <br />
