224 <br /> <br />BE IT RESOLVED THAT: <br /> <br />A more equitable formula be drafted by the North Carolina Division of <br />Aging to distribute funds to the regions. <br />Ail legislators be notified regarding the need for additional state funds <br />for the Ombudsman program and the formula to distribute those funds. <br />Ail Boards of County Commissioners in Region F adopt this resolution and <br />forward it to their state elected officials requesting immediate action. <br /> <br />FURTHER BE IT RESOLVED that a copy of this resolution, prepared by the Ombudsman <br />Funding Ad Hoc Committee in Region F, be forwarded to members of the North <br />Carolina Aging Study Commission, the Secretary of the Department of Human <br />Resources, the Director of the Division of Facility Services and the Director of <br />the Division of Aging. <br /> <br />Adopted this the 3rd day of March, 1993. <br /> <br />ATTEST: <br />/s/ Frankie F. Carpenter <br />Chairman, Board of Commissioners <br /> <br />Appointment - Library Board of Trustees (1) <br /> <br /> Chairman Carpenter nominated Ms. Libby Morrison for appointment to the <br />Library Board of Trustees as recommended by the Board of Trustees. Commissioner <br />Casper moved that nominations be closed. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Carpenter with <br />Commissioners Payne, Barnhart and Casper and Chairman Carpenter voting for, the <br />Board appointed Mrs. Libby Morrison to the Library Board of Trustees to fill the <br />vacancy created by the resignation of Ms. Vickey Cline. Mrs. Morrison will <br />complete an unexpired term ending July 31, 1994. <br /> <br />Proposed Personnel Ordinance Amendment Relative to Sick Leave - Mr. Don Moorhead <br /> <br /> Mr. Don Moorhead, Personnel Officer, reviewed the proposed amendment to the <br />Personnel Ordinance to include limited usage of sick leave by employees to be <br />with and/or assist close family members (other than just minor children) in <br />medical situations. He proposed that these family members include spouse, child, <br />parent or parent-in-law. <br /> <br /> Commissioner Casper made motion, seconded by Commissioner Payne to adopt <br />the proposed Personnel Ordinance amendment with language to include "immediate <br />family" as opposed to specific members of the family for use of sick leave by <br />employees for medical situations. <br /> <br /> UPON AMENDED MOTION of Commissioner Payne, seconded by Commissioner Casper <br />with Commissioners Payne and Casper and Chairman Carpenter voting for and <br />Commissioner Barnhart voting against, the Board moved to adopt the proposed <br />amendment to the Personnel Ordinance with the same definition of ~immediate~ <br />family to apply to the use of sick leave for medical situations as currently <br />exists for use of sick leave for a death in the family. The amendment as <br />adopted on first reading was as follows: <br /> <br />ARTICLE VI, Leaves of Absence <br />Section 12. Sick Leave <br /> <br /> Ail permanent and probationary employees who are scheduled to <br />work at least 1,000 hours during the calendar year shall receive <br />sick leave in accordance with this policy. Sick leave with pay is <br />not a right which an employee may demand but a privilege granted by <br />the Board of Commissioners for the benefit of an employee when sick. <br /> <br /> <br />
