230 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, March 15, 1993, at 6:30 P.M. <br /> Present - Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> Absent Chairman: Carolyn B. Carpenter <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Vice-Chairman Payne presided in the absence of Chairman Carpenter who had <br />been detained in Washington, D.C. over the weekend due to a snowstorm. <br /> <br />Vice-Chairman Payne called the meeting to order at 6:30 P.M. <br /> <br /> Boy Scout Troop 94 of the Mt. Pleasant Lion's Club conducted the <br />Presentation of Colors ceremony. Scouts participating included Paul Gulp, Justin <br />Bowman, Aaron Mowrer, and Travis Barnhardt. <br /> <br /> The invocation was given by Reverend James C. Goodloe, IV, of the Gilwood <br />Presbyterian Church. <br /> <br /> Vice-Chairman Payne announced that the following items would be deferred <br />until April 5: Board of Health Recommendation Relative to Landfill Operation; <br />Appointments - Domiciliary Home Community Advisory Committee; and Consideration <br />of the Regular Meeting Schedule. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Vice-Chairman Payne voting for, the <br />minutes of February 15, 1993 were approved as written. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Motion was made by Commissioner Casper and seconded by Vice-Chairman Payne <br />to adopt on second reading the proposed amendment to Article VI, Section 9, Sick <br />Leave, of the Cabarrus County Personnel Ordinance to permit the use of sick leave <br />by an employee when the illness, injury or medical appointment of a member of the <br />employee's immediate family requires the presence of the employee. <br /> <br /> UPON SUBSTITUTE MOTION of Commissioner Barnhart, seconded by Commissioner <br />Fennel with Commissioners Barnhart and Fennel and Vice-Chairman Payne voting for <br />and Commissioner Gasper voting against, the Board adopted the amendment to the <br />Gabarrus County Personnel Ordinance with the addition of the following <br />stipulation regarding the use of sick leave in medical situations involving <br />immediate family: "that lives in the same household as the' employee, and/or for <br />whom the employee has legal responsibility". The amendment as adopted on first <br />reading was as follows: <br /> <br />ARTICLE VI, Leaves of Absence <br />Section 12. Sick Leave <br /> <br /> Ail permanent and probationary employees who are scheduled to <br />work at least 1,000 hours during the calendar year shall receive <br />sick leave in accordance with this policy. Sick leave with pay is <br />not a right which an employee may demand but a privilege granted by <br />the Board of Commissioners for the benefit of an employee when sick. <br /> <br /> Sick leave shall be granted to an employee absent from work for <br />any of the following reasons: sickness, bodily injury, required <br />physical examinations, dental examinations and treatment, or <br />exposure to a contagious disease when continuing work might <br />jeopardize the health of others. <br /> <br /> Sick Leave may also be used when illness, injury, or a medical <br />appointment of a member of an employee's immediate family that lives <br /> <br /> <br />
