Amend 16A-20 General Statute to apply to all forms of Water/Sewer <br /> Districts, Metropolitan, Sanitary, etc. Created under Chapter 162A <br /> (Finance Lease Purchase Option). <br />b. Increase State Funding for water and sewer line extensions for <br /> economic growth. <br /> c. Amend State Policy for the relocation of water and sewer lines for <br /> highway improvement projects to read water/sewer lines and <br /> appurtenances and include County-owned utilities in this policy. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Vice-Chairman Payne voting for, the <br />Board voted to support the "Local Financial Security" Legislation. This <br />legislation would give Local Government units more financial security and restore <br />growth to state-collected local revenues and tax-sharing funds. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Vice-Chairman Payne voting for, the <br />Board opposed the elimination of Property Acquisition, Personnel Action and <br />Economic Development matters as justification for an Executive Session as <br />proposed by H120 "To Amend the Open Meetings Law", which was introduced by <br />Representative George Miller of Durham. <br /> <br /> Mr. Witherspoon recommended that the Board oppose H121, "Amend Public <br />Records Law". He stated the amendment could result in dedicating several <br />employees to producing records for commercial interests with no cost recovery <br />except cost of copies. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Vice-Chairman Payne with <br />Commissioners Casper, Barnhart and Fennel and Vice-Chairman Payne voting for, the <br />Board voted to oppose H121 "To Amend the Public Records Law" as introduced by <br />Representative George Miller. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Barnhart with <br />Commissioners Fennel, Barnhart and Casper and Vice-Chairman Payne voting for, the <br />Board voted to support H60/S65, which would authorize the issuance of $120 <br />million in general obligation bonds of the state, subject to a vote of the <br />qualified voters of the state, to provide funds through grants, revolving loans, <br />and loans to local government units for water supply systems, wastewater <br />collection systems, and wastewater treatment works. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel with <br />Commissioners Barnhart, Fennel and Casper and Vice-Chairman Payne voting for, the <br />Board voted to support H74 which would clarify the prohibition against disclosing <br />tax information, modify the prohibition to permit the exchange of certain <br />information between designated agencies, and exclude information submitted on a <br />master tax application from the prohibition. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel with <br />Commissioners Casper, Fennel and Barnhart and Vice-Chairman Payne voting for, the <br />Board moved to support H105 which would increase the Property tax Homestead <br />Exemption amount and the income eligibility threshold and provide that social <br />security benefits and disability benefits are not counted in determining the <br />taxpayer's eligibility for the Home Exemption. This bill would raise the <br />Homestead exemption from $12,000.00 to $15,000.00 and raise the annual disposable <br />income level below which elderly and disabled taxpayers qualify for the exemption <br />from $11,000.00 to $15,000.00. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel with <br />Commissioners Casper, Fennel and Barnhart and Vice-Chairman Payne voting for, the <br />Board voted to support legislation to provide financial assistance to ameliorate <br />water quality problems associated with violation of regulatory requirements <br />regarding sewage generated at school sites; and to abate fines imposed by the <br />Division of Environmental Management and facilitate compliance with Division <br />regulations through special orders of consent. <br /> <br /> <br />
